Six high-security prisons in Punjab to get CISF personnel



CHANDIGARH, JUNE 25: In an effort to strengthen prison security, the Punjab Government has decided to deploy the Central Industrial Security Force (CISF) for checking and frisking at six of the 10 high-security jails in the state by the end of July 2018.

This was decided on Monday at a high-level meeting chaired by Chief Minister Captain Amarinder Singh, who directed the Jails Department to coordinate with the central authorities to expedite the process of CSIF deployment at these six prisons.
         
The Jails Department is getting two companies of CISF from the Centre and plans to deploy one platoon each in six of the state’s high-security prisons. The CISF personnel will be posted in Deori corridor between two main gates of the jail), where currently frisking is done by either jail Warders/Matrons or by PESCO jawans. Watch towers on outer walls will continue to be manned by Punjab Police and Punjab Home Guard jawans.
         
Expressing concern over security violations and sneaking of mobile phones and drugs etc into the state’s prisons, the Chief Minister ordered the Jails Department to ensure efficient working of all installed Close Circuit Televsion Cameras (CCTV) inside the jails. He also ordered steps to make the law for seizure of mobile phones and drugs in prisons more stringent, with a provisions for the punishment for the same to run separate from the existing sentence.

         
The Chief Minister ordered the DGP to crack down on all such offenders and take stern action against any police or prison official founding conniving in the supply of cell phones or drugs to the inmates.
         
Earlier, the Additional Chief Secretary Home informed the Chief Minister that out of the total 244 gangsters lodged in Punjab prisons, 86 are A-category gangsters. Since January 2017, more than 2000 mobile phones had been confiscated from the inmates, while 389 cases had been filed against recovery of prohibited drugs from prisoners.
         
Taking cognizance of the death threats being issued by gangsters to police and jail officers, Captain Amarinder ordered enhancement in the security of those directly involved in dealing with hardcore criminals and gangsters, along with their family members. He also asked the Additional Chief Secretary Home to provide personal vehicles to all Jail Superintendents across the state. 
         
In another step to improve the prison system, the Chief Minister directed the Home Department to explore the possibility of changing the recruitment rules to make it mandatory for the newly recruited DSPs to undergo one-year stint in jails before being promoted to the SP rank.
         
Asserting that financial constraints would not be allowed to scuttle his government’s efforts to modernize the prisons, the Chief Minister directed the Finance Department to make available the Rs 29 crore needed by the Department for procurement of hi-tech security apparatus for all state jails. He asked the Jails Department to prepare a comprehensive plan listing the requirement of such equipment, including DFMDs/HHMDs, X-ray baggage machines, deep search metal detectors, pole metal detectors, full body scanners, boom barriers, dragon and flood lights.

While expressing satisfaction at the recruitment of 550-odd watch and ward personnel in the past one year, the Chief Minister ordered expediting of the process of filling up the remaining vacancies.
         
As part of the prisons reforms process, the Chief Minister also underlined the importance of correctional and skills training for rehabilitation after their release, besides up-gradation of the existing prison factories.
         
The meeting was attended, amongst others, by Jails Minister Sukhjinder Singh Randhawa, Media Advisor to CM Raveen Thukral, Chief Secretary Karan Avtar Singh, DGP Intelligence Dinkar Gupta, Prinicipal Secretary to CM Tejveer Singh, ADGP Prisons Iqbal Preet Singh Sahota, and IG Prisons R K Arora.

A number of historians and witnesses later claimed that Master Tara Singh had also snatched a Muslim League flag.

"Had Master ji not been there that day and had he not acted with that kind of bravado, the map of India would have been very different from what it looks like now. By uprooting the Pakistani flag in Lahore, Master Tara Singh procured for India half of the Punjab and Bengal," C Rajagopalachari was to write years later.

The Cabinet Mission Plan of May 1946 had clearly grouped the provinces of the British India into three groups and Punjab was put in the "Pakistan group". It was clear to all that if the Muslim League's demand for Pakistan was considered, which seemed to be the probable course of action at the time, all Muslim majority provinces would go to Pakistan. Punjab was one such state.

Master Tara Singh, who had emerged as a leader of Punjab's Hindus and Muslims, wrote to the Secretary of State for India: "If the Cabinet Mission's recommendation is to give protection to Muslims, why should the same consideration not be shown to the Sikhs?"

But he received a reply that any partition of Punjab would be far less acceptable to the Sikhs.

Master Tara Singh's reaction and the subsequent riots forced the Congress to pass a resolution on April 8, 1947 to demand the division of Punjab into two provinces so that the predominantly Muslim part may be separated from the predominantly non-Muslim part.

This resolution, as per historian Dr Kirpal Singh, carried the message to the Muslim League that it could not have it both ways – it could not take Muslim areas out of India and insist on keeping non-Muslim majority portions in Pakistan to terrorize them for all times to come.

A close associate of Master Tara Singh, Thekedar Surjan Singh recalled those events when he was alive: "As there was talk of the Muslim League majority Assembly having made all preparations to pass a resolution in support of Pakistan on that day, Master ji told others to go inside and himself took charge outside. Suddenly, with the sword in hand, he shouted 'Pakistan Murdabad,' and snatched the flag."

This triggered the riots that eventually led to a great bloodbath but saved Punjab from going to Pakistan.

Giani Kartar Singh, who later became a Union Minister, Gokul Chand Narang and Gopi Chand Bhargava were present with Master Tara Singh when he shouted anti-Pakistan slogans on March 3, 1947.

Riots started on March 5 and engulfed the whole of Punjab. Master's own village Hariyal in Rawalpindi was the first to be burnt down.  Estimates of those killed varied widely. Sir Edward Penderel Moon, who probably was later placed in the best position to make an estimate, claimed after comparing notes with Sir Francis Mudie, the governor of West Punjab, that the number was 60,000 in Pakistan and a little more in East Pakistan. Sirdar Kapur Singh, in his Sachi Sakhi, put the number of those killed in the March-September 1947 period as five lakhs but it is considered highly exaggerated.

Balraj Madhok of the Jan Sangh was to say later that Master Tara Singh was the first Punjabi who advised the Hindus and Sikhs to leave their homes and migrate to East Punjab.

Madhok also credited Master Tara Singh for saving a large number of lives of Hindus and Sikhs as the Congress had not paid any attention towards formulating a policy for the organised transfer of communities.

The incident in Master's own words:

"Sir Khijir Hayat had resigned on the night of March 2, 1947. His Unionist Ministry was likely to be replaced by the Muslim League ministry. On March 3, the Sikh members of the Assembly met at the kothi of Sardar Swaran Singh.

"We got several offers from the League that day to join the ministry but how could we have agreed to the Muslim majority rule?

It was clear by that time that Pakistan was going to be a reality. We were apprehending that the whole of Punjab would go to Pakistan. So the Sikh members decided to prevent the formation of the League ministry. 

"After taking a decision to this effect, we went to the Assembly. Some people suggested that we would make clear our opposition in the evening. I said we should do it now. There could have been a far bigger trouble because of the large Muslim crowd outside. 

"Without much further ado, I told everyone 'let's get out'. I shouted "Pakistan Murdabad." There were only 24 of us. The crowd of Muslims was in thousands as it advanced in our direction."

PUNJAB ROADWAYS, now being run almost exclusively by contract workers and employees recruited under "outsourcing" tactics, will come to a halt on June 25.

Top union leadership of Punjab Roadways and PUNBUS has declared a "Chakka Jaam" on June 25 and an ultimatum in this context has been served upon Chief Minister Amarinder Singh.

Surprisingly, while the top union leadership of Punjab Roadways and PUNBUS, held a press conference in Chandigarh on Monday to announce such a drastic step, the news was only carried largely by the vernacular media. Top English language dailies in the region did not carry the news.

"English media is more worried about upper middle class people’s problems and knows very well that those who travel in Punjab Roadways’ buses are not really its customers, neither are they big buyers of FMCG goods. No wonder that you will see ecstatic headlines about increasing the frequency of Chandigarh-Shimla heli-taxi services but a blackout of news about our strike,” said a top union leader.

Roadways workers have now come forward with explosive details of how the public sector undertaking has been reduced to a mere rumour and that the entire burden of the Punjab Roadways is now being carried by employees who work either on contract or those recruited under outsourcing strategy. Such employees receive measly salaries.

As of now, 70 per cent of the employees of the Punjab Roadways are on contract or have been recruited through a system of outsourcing.

The total number of such employees has now reached 5,000, out of which 1,633 employees have been recruited on contract while 3,367 employees are outsourced labourers.

These 5,000 employees are paid just Rs 11,000 per month, one fifth of the salary drawn by a regular employee.

The condition of the buses of Punjab Roadways can be best described as dilapidated. 

Of the permitted fleet of 2,407 buses of Punjab Roadways, the Roadways actually owns only 598 buses while 1,308 buses run under the banner of Punbus. 

All of these together account for 1,906 buses, 501 less than the permitted fleet strength of 2,407.

Pushed to the wall, the employees of the Punjab Roadways and Punbus Contract Workers Union, Punjab have now decided to bring the entire bus fleet to a halt on June 25.

But the strike will be preceded by a series of statewide rallies from June 21. 

Notices for the strike have already been sent to Punjab Chief Minister Captain Amrinder Singh, Finance Minister Manpreet Singh Badal as well as the Transport Minister.

Resham Singh Gill, the president of the Punjab Roadways and Punbus Contract Workers Union and its general secretary Baljit Singh Gill, Raghunath Singh of CITU and Comrade Chandrashekhar, the secretary of the All India Road Transport Federation, said at a press conference that the government has been indulging in financial exploitation of Punjab Roadways and its employees for years now.

They said the transport minister had assured that their demands would be fulfilled within 10 days after the Shahkot byelection but so far nothing has moved.

They demanded that the employees recruited under the outsourcing scheme and on contract be regularised on the basis of their experience.

They also asked that equal work, equal pay principle be implemented in case of Punjab Roadways, as mandated by the Supreme Court judgement.

NEW DELHI, June 17: Punjab Chief Minister Captain Amarinder Singh on Sunday urged Prime Minister Narendra Modi to constitute a Committee of the Union Government and some Chief Ministers to formulate a blueprint of a National Debt Waiver Scheme for farmers in consultation with States. 

While underlining the importance of the Swaminathan Committee report to be accepted in totality, the Chief Minister, who was addressing a meeting of the NITI Aayog here, said the Governing Council should consider the issue of agricultural loan waiver at the national level, on priority. 

Stressing the need for greater empowerment of the states by the central government, in the spirit of cooperative federalism, the Chief Minister reiterated his government’s request for central assistance to celebrate the 550th birth anniversary of Sri Guru Nanak Dev ji and the centenary of the Jallianwala Bagh massacre in Amritsar next year, in a befitting manner. Pointing out that the nation was also observing the 150th Birth Anniversary of Gandhi ji, Captain Amarinder said 2019 was a historic year for the entire nation, and called for collective efforts to ensure that the various commemorative events are celebrated in the spirit they deserve.

The Chief Minister pushed for special one-time infrastructure development package for Border Areas for Punjab, which has an active International Border with thickly populated border districts. Lamenting that the criteria for allocation of funds under Border Areas Development Programme remained unfavourable to Punjab, he also called for acquisition of lands that lie beyond the border fence by the Government of India, along with incentives for industry in the border area.

Describing the meeting of the NITI Aayog as the ideal platform for allowing States to articulate their areas of concern in a joint forum before the Union Government to ensure that these do not impede the larger process of development and nation-building, Captain Amarinder also sought tax incentives and promotional schemes to 30 kms border belt as is given to the hilly and north-eastern region. He also called for special development and maintenance of Border Roads  in Punjab under the National Highway programme.

Referring to the serious water crisis towards which Punjab was slowly moving, he urged the Centre to include the rivers of Punjab for capital assistance on the lines of the Ganga Action Plan. The Chief Minister also sought approval for the state’s projects for upgradation of irrigation system and expeditious approval to Shahpur Kandi Dam project on river Ravi.

Underlining Punjab’s important role in the defence and food security of the nation, the Chief Minister made a strong case for debt relief for the farmers, pointing out that his government had already announced a scheme for institutional crop loan waiver in the state to all marginal and small farmers having outstanding crop loans up to Rs.2 lakh, thus providing relief to 10.25 lakh farmers.

Chief Minister reiterated his government’s request for central assistance to celebrate the 550th birth anniversary of Sri Guru Nanak Dev ji and the centenary of the Jallianwala Bagh massacre in Amritsar next year, in a befitting manner.

The Chief Minister also sought procurement of alternate crops such as Maize, Oilseeds and Pulses by central agencies, besides urging the central government to incentivize farmers through a conditional cash transfer by way of non-burning bonus of Rs. 100/ quintal on paddy, in order to check the problem of burning of paddy straw. While farm machinery was being subsidized for farmer groups and cooperative societies by his government, and stubble burning was down in 2017 from 2016, the problem, however, still remained serious, he added.

Referring to the Centrally Sponsored Schemes, the Chief Minister said the Government of India should identify certain national transformational programmes across key sectors of Agriculture, Education, Health, Water and Urban Governance. These programmes should be fully funded by the Government of India with clear committed milestones and outcomes, he added.

The Chief Minister underscored the need for greater focus on urban areas, urging the NITI Aayog to work with States towards evolving a new paradigm for better managing the towns. Road connectivity was another area which Captain Amarinder stressed for enhanced focus, calling approval of greenfield Delhi to Katra expressway, which could eventually become the gateway to Central Asia. 

Expressing concern over the growing unemployment and underemployment of youth, Captain Amarinder cited the various initiatives being taken by the Punjab government to tackle the crisis. The Punjab government was setting up District Enterprise and Employment Bureaus that connect the skilled youth with jobs under the "Ghar Ghar Rozgaar and Karobaar” mission, he informed the meeting. 

The Chief Minister sought a review of the new system of reimbursement of Post-Matric Scholarship for Scheduled Caste students, in order to ensure that poor SC students are not put to any disadvantage.

The Chief Minister, in his concluding remarks, called for a re-commitment by the states and the central government to "building our Nation together and dedicate ourselves in the service of the poorest and the weakest person, as a tribute to the Father of the Nation.” He expressed the hope that the Government of India would strengthen the States in the true spirit of cooperative federalism.

A DAY AFTER Shiromani Akali Dal President expressed pain and anguish at the 34th anniversary of army action on Darbar Sahib, Leader of Opposition Sukhpal Singh Khaira has urged him to take up with BJP president Amit Shah the issue of release of rare manuscripts, historic documents and books taken away by the army during Operation Blue Star. Khaira has also urged Badal to use his good offices with BJP president to get all documents, reports related to the army action declassified.

Shah is scheduled to meet former chief minister Parkash Singh Badal and Sukhbir Badal at former’s residence in Chandigarh. His visit is being considered to be part of the exercise to placate the allies when it is becoming clear that 2019 parliament election would not be a cakewalk for BJP in view of opposition parties holding negotiations to unite and BJP’s allies are also not happy. Shah’s meeting with Shiv Sena chief Udhav Thackrey had also made it clear that the party and its bosses have now mellowed down and are now trying to keep the allies in good humour. It is the time when allies can extract something from BJP if they really wish.

Incidentally this meeting is happening when Sikh community is observing the 34thanniversary of army attack on Darbar Sahib. Only yesterday Akal Takht Jathedar Gurbachan Singh, while reading out his message to the Sikh community from the Takht, said that Government of India should declassify all the documents related to the army action.

SGPC and SAD have long been demanding that priceless manuscripts, books and historical documents taken away by the Army or other central agencies be returned to the SGPC.

Raising an issue which has been a long pending demand of the Sikh community, LoP Khaira today urged the Badals that they should not just beg for seat sharing and instead should do some good work for the community. It’s time for SAD to try to extract something important for the community when it is desperately trying to recover its lost ground among Sikhs.

Notably, though BJP had supported army action and its leaders had even taken credit for impressing upon Indira Gandhi to take decisive and strong action in 1984 but in the last some years the party has termed the army action a "historical blunder” - Union Finance Minister Arun Jaitley used these words before 2009 parliament election.

Another senior BJP MP Dr Subramanian Swamy has been repeatedly saying that army action was wrong and had also advocated declassification of papers related to Op Blue Star.

Will Badals really try to extract something for the community from the BJP at a time when the NDA government’s tenure remains less than an year and party needs to recover its lost base?
