WILL THE PUNJAB GOVERNMENT home deliver the national flags or we'll have to collect it from designated sites?

Punjab’s Amarinder Singh govt now wants all the people in the state to hoist the national flag, tricolor, on their houses.

And what about flag poles? Will that too be provided by admin to hoist sanitised tricolors?

At a time when ICMR and every sensible person is preaching social distancing and people are being thrown in jail, the people in Punjab now have to make arrangements to procure tricolors.

Also, they will need poles/sticks from which to hoist tricolors.

All of the mohalla people will be involved in this activity. There is every chance of it becoming a mela like event.

How will people procure tricolors? From where? Will the government make home delivery of tricolor possible? Will it use Punjab Police jawans to deliver the poles/sticks also for the tricolor hoisting?

In India, the sole right to manufacture the national flag is held by the Khadi Development and Village Industries Commission. This is the only unit which has a BIS certification for national flagmaking in India. The Parliament building and state assembly buildings in India fly flags manufactured only by the Khadi Development and Village Industries Commission. NO ONE ELSE UNDER THE LAW CAN MANUFACTURE THE NATIONAL FLAG.

So, has that Commission run by the Government of India ramped up its production to fulfil Mr Amarinder Singh's desires?

Has Amarinder Singh and Narendra Modi talked about such arrangements?

Or does the Punjab Government want people not to care about the law on tricolor and manufacture one at home? 

Do people in Punjab normally keep clothes in the three colors at their homes, lest their CM suddenly orders production of lakhs of flags?

Will the flags and flag poles be sterilised before these are given to people?

Since the flag code is clear that the tricolor cannot be used as a festoon, rosette or bunting, will those doing so be arrested? The flag code also says it should not be used as a decoration or banner in any form. 

ALSO, has Rahul Gandhi approved of using the NATIONAL FLAG to protest the BJP-Modi govt's policies?

THE INDIAN FLAG CODE IS CLEAR -- The national flag can only be hoisted/displayed on an occasion "consistent with the dignity and honour of it." 

Amarinder Singh has porposed an explicit political use of the flag. 

People in Punjab should be aware that they are liable for any legal action if the flag is not brought down at sunset, irrespective of the weather. They are also liable if the flag is intentionally allowed to touch the ground or the floor or trail in the water. 

Why is Amarinder Singh giving such a job to Punjabis who are already battling a difficult situation without much assurance that the state government will come to their aid in a crisis?

Rahul Gandhi should answer for his government's tactics of using a national flag. This is a leaf straight from the BJP-RSS playbook. Sunil Jakhar wants people to raise slogans of Jai Ghosh and Har Har Mahadev, now Amarinder Singh wants to hoist national tricolor.

What is next? A cabinet trip to Hanuman Mandir, on the lines of Arvind Kejriwal? After all, what does a man not do to find a sanjeevni booti when his political stock is drying?

There are reports that Captain Amarinder Singh has constituted a Group of Experts, headed by illustrious economist and former deputy chairman of the Planning Commission, Montek Singh Ahluwalia, to come out with the post-Covid revival strategy for the state of Punjab .
 
There could be no disagreement with regard to the competence of Montek Singh Ahluwalia, He is certainly represents a rare galaxy of  Indian economists. Mr. Ahluwalia is much-admired World over for his exalted eminence in the field of economy with reference to fiscal management and planning.

While I have no fundamental objection to the constitution of the expert group consisting a variety of wizard from all over the spectrum, representing different areas of specializations. But I am of the opinion that the mandate to the Group, itself is ill-conceived and erroneous.
 
As we all know that Capt. Amarinder Singh Chief Minister of Punjab has already made a categorical statement very recently that the Covid-19 positive cases would reach its peak in Punjab in the month of October and very frighteningly he has also predicted that the Corona Virus could have an effect on the 87 % of the total population of Punjab till October, then why the 20-member expert group is being asked to submit its first preliminary report by July 31, followed by two more reports by September 30 and December 31.
 
In the milieu stated above the mandate of the expert study group cannot be called as   ‘Post-Covid-19’ scenario. The panel of experts is expected to formulate a comprehensive strategy to revive the State’s economy and industry. Ironically there is no mention of Agriculture sector and catastrophic unemployment of the employable youth. To call it a post-Covid scenario is a mere presumption, based on illusionary inferences. How the State Government or for that matter the expert group would ascertain and visualize the post-Covid scenario period when you have no idea when Punjab  would finally be free from the virus , if the pandemic would be on its peak in October as per the brilliant calculation of the Chief Minister?

I wonder how Montek Singh Ahluwalia and other experts have agreed to meditate on the revival of the wreckage of the Punjab’s economy in view of the unprecedented debt and unbridgeable gap between the receipt and expenditure.
 
No post Covid -19 inclusive strategy or plan could be possible to resurrect the sagging economy of Punjab, without an enthusiastically agreeable support and participation of the central Government.
 
We have seen the fate of the Johal committee report headed by Dr. Sardara Singh Johal (A renowned Agriculture Economist), which was constituted when the present Chief Minister Capt. Amarinder Singh was Agriculture Minister of Punjab in the Government headed by late Surjit Singh Barnala, to recommend the Crop diversification in Punjab, way back in 1985. Unfortunately since then not even a ripple moved and the report is rusting and gathering dust in the dustbin of the Chief Minister’s office since its submission.

Ironically the incumbent Chief Minister has become so twice since then. And what could be more atrocious and funny for the State that he is the Agriculture Minister again at the helms with no gain to Punjab. Therefore the consequential casualty of the hard work done by Dr. Johal is before us to grieve for Punjab with its zero result courtesy apathy and callousness of the politicians of the State and also at the Center.
 
Johal committee report is before us as a reference and the reports of this high profile experts group would also meet the same fate, as the present Chief Minister has outrightly failed to do any justice to the Johal committee recommendations, even at a time when Montek Singh Ahluwalia was the Deputy Chairman of the all powerful planning commission of India. So I keep my fingers crossed if this unwieldy group of experts would ever be able to meet with its desired quorum to deliberate upon the most sensitive and excruciating agenda as mandated to them.

It would have been a better option if the Punjab Chief Minister would have first constituted a shadow group of experts from Punjab, to study the Covid-19 impact at micro levels to undertake a preliminary exercise.

There is no dearth of experts in Punjab who are already toiling and working very hard in the same areas, with clinical precision. And the best talent from among the Punjab bureaucracy must be tested and utilized for the purpose. 
 
Some talented ministers from the Punjab council of Ministers should also be engaged in this exercise. In fact all Punjab Ministers should be asked to make their own presentation to the Chief Minister in his office along with their administrative Secretaries, on the post Covid-19 scenario, based on their first hand ground level information and experience.
 
As a matter of fact the overwhelming majority of the members of experts group are from outside Punjab and even from abroad. The expert group is more or less overstuffed with theoretician, having no practical knowledge of Punjab problems, hence I am afraid that the deliberations of the expert group would merely be a futile exercise of optics without any cogent objectivity and meaningful delivery for the purpose it has been constituted.
 
Well despite all odd, I wish Mr. Montek Singh Ahluwalia all success in his current endeavor to salvage Punjab while examining the rot in the critical areas of sagging Punjab.

HOW PARANOID have we become in these corona times can be well gauged from a report about what the sighting of a green coloured balloon can do to us.

We seek him here, We seek him there,
Those Frenchies seek him everywhere.
Is he in heaven?—is he in hell? 
That damned, elusive Pimpernel?

Not many Punjabis would be familiar with the tale of the Scarlet Pimpernel, but these days, a few kilometres away from where a land called Pakistan starts, the iron in the soul of the brave Punjabis can be punctured with a balloon.

The brave jawans and officers of the Punjab Police and the dedicated to their duty bureaucrats can be struck by the fear of the devil at the mere discovery of a piece of paper that has a message ostensibly much more dangerous than the Covid-19: a prayer that God save the Hindus and the Muslims and the Sikhs and the Christians.

Ominously, this message was addressed by name to Allah.

"Pakistan!" goes the shout, and India is ready to protect itself from the enemy that could seemingly have acquired new dual use aerial-terrestrial weaponry — a green balloon and a piece of paper attached to it.

The land of the brave and the martial, struck with fear of communal and vector virus, now dutifully reports what nefarious designs the hidden enemy could be up to: sending precisely-directed messages to Allah to save all.

In a Tablighi-news fed India, you only have to utter the word Pakistan while seeking a second helping of potatoes for the entire range of tuber-based cuisine to become poisonous and go viral on the social media. With careful construction of the enemy that has repeatedly fought wars with India in 1948, 1965, 1971 and the Kargil War, Indians have now accepted as normal any news with a Pakistan angle to portend towards apocalypse, or at least the possibility of a couple of air strikes.  

But for a completely original and proportionate understanding of the significance of discovery of the hazardous objects just a few kilometres from the international border with Pakistan, here is the exact literal translation of the news that appeared in mass circulation newspapers.

UNAUTHORISED BUT EXACT TRANSLATION BY PUNJAB TODAY (In blue; we are avoiding green for obvious reasons. That would be yellow journalism, and we draw a red line because we don’t want to be painted black.)

AMRITSAR, 25 APRIL: IN THIS AREA of Chheharta, a green coloured balloon and a message written in Urdu on it have become the talk of the town with debate raging on whether it could have come from Pakistan and contains some kind of a warning.

An ACP of Punjab Police, one Devdutt, has confirmed the fact that the green coloured balloon has been found from the local Bhalla Colony. He said this balloon could not have come from Pakistan since the international border is about 30 kilometres from here.

Also, there is a message scribbled in Urdu on a piece of paper tied to the balloon. As per information, the message contains a prayer to Allah that he keeps all Hindus, Musalmans, Sikhs and Christians in safe and in good health.


INCIDENTALLY, REGULAR DISCOVERIES of balloons have been keeping Punjabis on tenterhooks over the years, including one in the Dera Baba Nanak sector. 

In the June of 2017, then Gurdaspur SSP Bhupinderjeet Singh Virk made the startling discovery that when hydrogen gas leaks out of a balloon, it falls to the earth. He briefed the media about his deduction after a local resident caught hold of a balloon outside the Kalanaur bus stand, 25 km from Gurdaspur, and found the words ‘Jashn-e-Azadi’ written on it in Urdu. SSP Virk said the balloon was filled with hydrogen and came down as the gas leaked out. He also shared his discovery that the balloon would have entered the Indian territory because the wind blew in this direction. Worried about the mental well being of fellow Punjabis on this side of the border, he also assured that the flying object "caused no breach of security."

A couple of years back, India had raised the balloon issue with Pakistan after a Sukhoi-30 fighter aircraft shot down a US-made helium-filled balloon over Rajasthan that was emblazoned with the words "Happy Birthday". It was flying at a height of about 25,000 feet in Jaisalmer district when it was picked up by the air force radars which were on high alert in view of Republic Day celebration.

For some reason, scheming Pakistanis have been choosing the colour green for sending their jihadi hot air this side of the border, but it is our capacity to see red that can turn anyone green with envy, of course only till we don’t shoot ‘em down with our Sukhois or beat them black and blue. YOU CANNOT SAY PUNJAB KESRI OR JAGBANI OR HIND SAMACHAR. Bus PK se aage mat jaana...!

What is so goddamn holy about a newspaper office that it cannot be named even if top authorities consider it a possible hotspot, find multiple employees of the newspapers as corona-positive, and press massive government health machinery into contact tracing?

Why is it that newspapers are everyday naming all other companies where multiple number of employees are found virus-positive, are naming families, individuals, even one-year-old babies and six-year-old girls, often publishing photographs of people's houses if officials come to affix a plate outside announcing that they are in quarantine, but suddenly turn sanctimonious about naming a newspaper house?

By now, many employees of this Jalandhar-based newspaper group, Punjab Kesri-Jagbani-Hind Samachar, have been found positive. Test reports of hundreds of employees are awaited. There is a sense of palpable fear in the area. Everybody in the town and his uncle knows.

The Deputy Commissioner, the district police chief all know.

In a town swarming with journalists and teeming with media houses, the brave and the courageous are suddenly incapable of spelling Punjab Kesri. One newspaper, which has been reporting the issue better than others, initially knew how to write "Jagbani", but then suddenly the media house became "Pucca Bagh-based newspaper house".

It may be the most unkind cut for the mighty house of Vijay Kumar Chopra, the king of all he surveyed over decades in Jalandhar, to see his mammoth empire described as a "Pucca Bagh-based newspaper house" but then we are all living in uncommon times.

Lala Ji is yet to say anything about the crisis in the house, but the town is talking in Wuhan-whispers. Sorry, Chinese-whispers. Excuse us for messing up our proverbs. 

But the scare that naming the Punjab Kesri group seems to be very real. Punjab's Special Chief Secretary and the pivotal man in this situation of crisis, close confidant of Chief Minister Amarinder Singh, Mr. KBS Sidhu, seems to be shaking in his pants while naming the media house.

Sidhu kept on referring to the mass-circulation multi-language print and online newspaper house as a "leading vernacular daily newspaper" but eventually grew some muscle and identified it as PK in his facebook/Twitter accounts. 

With our limited common sensical guessing powers, we take it that the top bureaucrat wanted to say 'Punjab Kesri' but might have opted to limit himself to scribbling a mere 'PK' in the interest of brevity, an immensely appreciable quality not often associated with babus, but may be spelling it out would have proffered some clarity.

The Health Minister has not, and will not, utter the name of this media house, if we know him well.

The other "leading vernacular daily newspaper", Barjinder Singh Hamdard-led Ajit, chose to not hit a rival media house when it was down, and stuck to a professional approach. Industrialist Sheetal Vij-backed Dainik Savera newspaper, which carries some weight in the region at least in terms of numbers if not influence, pursued the story but continued to call it "Pucca Bagh-based newspaper house."

We are not sure that's how the proprietor-editor would have ever imagined his paper being referred to in wider media.

Jalandhar's coronavirus positive cases had clocked 63 by Friday, but the figure does not reflect reality since a large number of test results, the highest in the state for any district, more than one-third for all of Punjab, were still pending.

Neither the Jalandhar-based media houses nor others in the region have bothered to report whether the management of Punjab Kesri offered all cooperation to the health authorities, whether the media house had taken all steps to maintain social distancing measures, whether all efforts were put in to ensure that those employees who could work from home are asked to do so. One key question still remains for the brave journalists in Jalandhar to ask: had the newspaper stopped biometric attendance system, and if so, on what date?

One would be very interested to know if the Health Minister of Punjab took any step to ensure that all required contain, detect, trace and report actions were taken by the authorities, but so far he has not even opened his mouth to talk about this Pucca Bagh based media house.

Just one 40-year-old employee of this media house, who is a resident of Raja Garden Colony, reportedly spread the infection to 29 more persons. The Indian Express on Saturday, without naming the media house, said "the first case from this media house was reported on April 13."

"Following this, 29 more persons in his chain tested positive in next 11 days till Friday," the Indian Express report said about the Raja Garden resident of Pucca Bagh media house.

Punjab Today has learnt that authorities have by now procured samples of 200 persons related to the Punjab Kesri-Jagbani-Hind Samachar group, and while more need to be tested, the figures of those found positive in Jalndhar make little sense since a large number test reports remain pending.

As per an official bulletin, as of April 24, results of 2,003 of the total 10,611 samples were pending, including 671 of those collected in Jalandhar.

In his signed editorial comment on April 24, editor in chief Vijay Kumar Chopra asked how can we win the "invisible war" against the deadly virus if cops and other corona warriors keep facing attacks.
 
It also hailed the fact that attacking such corona warriors has now been made a non-bailable crime and demanded that it be implemented seriously. 

One wonders if the larger media's stance in "invisiblising" a company by calling it an unnamed "media house" or "PK" helps at a time when multiple employees working in that Pucca Bagh Se Prakashit Akhbar" are either found virus-positive or are suspected carriers.

Post Script: 

While the April 25, 2020 edition of Jagbani did not mention anything about the covid cases found in house, it did report on the front page a completely bogus and fake story about Japanese Nobel laureate Dr Tasuku Honjo claiming that the corona virus was manufactured in a Chinese lab, that he knows this because he has worked for four years in the Wuhan laboratory, that he was fully acquainted with all the staff there, that all the lab technicians in that lab have died,and that if his claim was not proven right, his Nobel prize may be withdrawn.

Not one of the above facts reported by Jagbani on the front page is true. 

Honjo won the Nobel in 2018 for work on cancer therapy, has never worked in the Wuhan laboratory, never called there, did not investigate the virus origin. It is possible that the Pucca Bagh school of journalism might be missing some staff due to a virus and fact-checking was lacking.

Is Punjab a Police State? Is a ‘Gag Order’ operational in Punjab, if so under what statutory rule?



There are reports in the media that the Punjab Police has booked certain people for expressing their free opinion on the social media or otherwise.
 
The Constitution of India under Article 19 (1) of the constitution guarantees to every citizen of India, the freedom of speech and expression and the right to know how the Government works, what roles it plays, what are its functions and so on and so forth.
 
The fundamental rights of the citizens could only be brought under suspension if the President of India issues a proclamation of the State of Emergency under Article 152 of the Indian Constitution. Such a proclamation could be made if the Government of India perceives grave threat to the Nation from internal and external sources or from financial situations of extreme crisis. 
 
Under the advice of the Central Cabinet of government of India and using the constitution of India, the President can overrule many provisions of the constitution, which guarantees the fundamental rights to the citizens of India.

At present the Government of India including all the provincial Governments are dealing with the public health emergency that was declared by WHO, which is certainly a different measure than the emergency under Article 152 of the Constitution.
 
There is no suspension of fundamental rights of the Indian citizens hence every citizen has right to express his or her free opinion on the given situation.
 
The Punjab police should not have withdrawn the security cover provided to Mr. Simarjit Singh Bains MLA for his opinion expressed against the Police. Punjab Police is an institution and Institutions do not respond with despicable vengeance with unjustifiable contempt.

There is also seemingly no provision in the statutory rules of the Punjab police to impose ‘gag order’ in brazen violation of the fundamental rights.
 
I wonder why Punjab police men and women are engaged in distributing rations and other essential goods to the public in the unexplainable absence of the civil administration.
 
Punjab is certainly not a police State as being presented by the optics. Let the Punjab police do its own job as warranted by law and let the civil administration come forward and take over other duties which are now overtly being performed by the men and women in uniform.
 
Punjab Police should strictly maintain law and order and deal with crime as enunciated by the provisions of the Cr. PC and IPC.

In the light of the above I would like to seek a clarification from the State Government; if there is any Gag Order operational in the State, if so, than under what statutory rules or provisions of the constitution?
