Punjab Cabinet frames rules curbing excesive fee increase in private schools



Private schools in Punjab will not be able to increase fees by more than 8 per cent annually as the state Cabinet today gave its nod to the rules for regulation of fee of unaided educational Institutions. 
 
Government on Wednesday paved the way for rationalisation of fees in private schools with the cabinet giving its nod to the Punjab State Regulation of Fee of Unaided Educational Institutions Rules, 2017.

The Rules would cap the annual fee hike by private schools at 8% of the previous year's fee, Finance Minister Manpreet Singh Badal later told mediapersons. All other funds charged by the schools would also be covered by these Rules, he added.

The move is aimed at curbing the excessive fees being charged from students in private schools across the state, an official spokesperson said after a meeting here of the Council of Ministers, chaired by Chief Minister Captain Amarinder Singh.

The spokesperson pointed out that the Punjab Regulation of Fee of Unaided Educational Institutions Act, 2016 had already been enacted in compliance with the directions of the Punjab and Haryana High Court. 
 
Parents in Punjab had been complaining that private schools were hiking school fees arbitrarily.

In another step to streamline the education system in the state and raise the standards of education at par with global benchmarks of quality, the cabinet also decided to appoint a person of national eminence in the field of Industry, Technology or Technical Education as Chairman of the Board of Governors of Maharaja Ranjit Singh Punjab Technical University, Bathinda. 

It was also decided to similarly appoint the Chairman of the Board of Governors of IK Gujral Punjab Technical University, Jalandhar, from among persons of national repute in the aforesaid fields. 

Infusion of professional blood in the management of these universities would contribute significantly to raising their quality bar and better equip the students to take on global competition.

Govt takes away the control of Saragarhi Memorial from Nanaksar Dera; To handover to a trust



THE PUNJAB Cabinet on Wednesday decided to hand over the management of the Saragarhi Memorial/Gurdwara to the administration of Saragarhi Memorial Management Trust, Ferozepur, to ensure better upkeep of the historic site.
 
The Trust comprises highly revered serving army men as well as ex-servicemen as its trustees, whom the cabinet found to be best equipped to take on the task of protecting and maintaining the important site, located at Ferozepur Cantt. in district Ferozepur.
 
 
 
The cabinet simultaneously cancelled the orders of the previous SAD-BJP government entrusting the management of the gurdwara to Baba Nand Singh Gurdwara Nanaksar Kaleran, Jagraon, for a period of thirty years, an official spokesperson disclosed here after a meeting of the state cabinet, chaired by Chief Minister Captain Amarinder Singh. The SAD-BJP government had issued the orders after Chief Organizer Baba Lakha Singh, Gurdwara Nanaksar Kalera, Jagraon, submitted an application seeking handing over of the services of maintenance of the Saragarhi Gurdwara to them.
 
Captain Amarinder had announced his government’s intent to transfer the upkeep of the gurdwara to the Trust at the event to launch his book on the historic Saragarhi battle of September 12, 1897.  On this date, under the command of Havildar Ishar Singh, 21 Jawans, and one NCO, attained martyrdom after killing hundreds of tribesman who had attacked the Saragarhi outpost.
 
The British government had conferred the 21 soldiers martyred in the Last Stand of the 36th Sikhs with highest Battle Honour of "Indian Order of Merit grade II". This day is celebrated on September 12 every year in Gurdwara Saragarhi Sahib to commemorate the sacrifices of these men. In addition, Gurupurbs and Kirtan Darbars are organized at Saragarhi Gurdwara from time to time. 
 
Captain Amarinder, himself an ex-Army man, made it clear that the various memorials of martyrs in Punjab would not be allowed to deteriorate under his regime, as happened under the previous government. These memorials of our brave soldiers would be provided the kind of maintenance and upkeep they deserve, the Chief Minister reiterated at the cabinet meeting.

I appreciate Capt. Amarinder's efforts to depoliticize civil and police administration: Khaira



As we are aware, the Badal clan had completely and shamelessly politicized the entire civil and police administration mechanism of the state for the past ten years. The police particularly was grossly misused as a private militia by them to settle personal scores with their political opponents. Thousands of false cases under a well planned political vendetta drive were registered by the police at the behest of Akali leaders across the state, causing misery to the ordinary citizens. The sole aim of this erroneous and unconstitutional methodology adopted by the Akalis, was to strengthen their political outfit for cheap electoral gains.
 
It appears Capt. Amarinder Singh has made up his mind to put an end to all such unconstitutional measures and to depoliticize civil and police administration of Punjab. Few occurrences during the past days are indicative of this positive change.
 
For example, it is for the first time in many years that close aides of ruling party MLA Raja Warring, have been booked under criminal sections for assaulting and wrongful confinement of a vernacular journalist Shivraj Singh Raju. I am happy to note that the Chief Minister has directed the Mukatsar police to ensure justice to the aggrieved journalist and has at the same time warned his partymen not to interfere in the working of police. Similarly, the Chief Minister has also pulled up his party MLA from Khadoor Sahib Ramanjit Singh Sikki, for publically threatening the police to work in accordance with the wishes of his supporters. It is also heartening to note, that his Cabinet Minister Sadhu Singh Dharamsot had to tender a public apology for misbehaving with a lady principal of a school over the issue of a foundation stone. Besides warning his partymen, the Chief Minister has also directed police and civil officials not to buckle under political pressure and to carry out their work on merit.
 
In the same breath, I also appreciate Capt. Amarinder Singh’s initiative to scrap "Halqa-Incharge” system, ban red beacons and do away with the foundation stones ceremonies.
 
Having appreciated the good steps taken by the Chief Minister, I do urge him to reconsider the large number appointments of Advisors, OSD’s etc., which will not only burden the already devastated public exchequer but also amount to overriding the existing top heavy executive of Punjab. I also expect that the Chief Minister and his Ministers will not misuse the state helicopter for personal whims and fancies and they would honour their pre poll election manifesto promise in this regard.
 
In the end, I once again reiterate and hope that the Chief Minister would not deviate from his path of upholding constitutional working and will completely depoliticize police and civil administration. I am of the firm belief, that Punjab can only make tangible progress and move towards prosperity if we ensure the rule of law and justice, as the earlier model of total hijack of official machinery by the Badal family has only resulted in chaos, anarchy and lawlessness.

In a spree to end corruption from Government offices, one of the promises made by Chief Minister Captain Amarinder Singh with the people of the state, Punjab Vigilance Bureau today launches its toll free number 1800-1800-1000 to receive complaints regarding corruption by public servants. 
 
Revealing this here today, Chief Director Vigilance Bureau B. K. Uppal said that the corruption by public servants would not be tolerated at any cost and such complaints can be launched at this toll free number in public interest. He further informed that this toll free number would be operational at the headquarters of Vigilance Bureau for 12 hours from 8.00 am to 8.00 pm. 
 
Uppal further added that anyone can call at this toll free number to  complaint against public servant demanding illegal gratification in cash or kind for performing any legitimate official work, public servant misusing official position, public servant misappropriating government funds and causing loss to the state exchequer, any financial irregularity or embezzlement noticed in ongoing development project, and substandard material being used in project of any state government department besides informing regarding corrupt government officials.
 
Chief Director Vigilance Bureau gave a clarion call to the people of Punjab to co-operate with Vigilance Bureau and report corruption in government offices on this toll free number to eliminate this menace from the state.
