Giving further boost to the Congress party ahead of the forthcoming Lok Sabha Polls, senior Akali leader Tejinder Pal Singh Sandhu on Monday joined the party in the presence of the Chief Minister Captain Amarinder Singh. 

Welcoming Sandhu into the party fold, Captain Amarinder Singh expressed confidence that the prospects of Congress in the Patiala Parliamentary Constituency would be further fortified and party would surely capture this prestigious seat with thumping majority. 

According to a PPCC spokesperson, Sandhu, son of Late Akali veteran leader Jasdev Singh Sandhu a five time MLA from Ghanour, Sanour, Dhuri besides a former Minister had considerable following in Patiala region which would prove to be an asset for the party. 

Pertinently, Sandhu's mother Sardarni Jasdev Kaur Sandhu was also a three time legislator from Ghanour and Sanour. Sandhu also served as Chairman of Punjab Subordinate Services Selection Board from 2000 to 2002. 

Expressing gratitude to the Chief Minister, Sandhu said that he had joined Congress as he was feeling suffocated due to autocratic style of functioning of SAD president Sukhbir Singh Badal who had been persistently ignoring their family's rich legacy of selfless service towards people of the region. 

Prominent amongst those present at the occasion included PPCC President Sunil Jakhar, Cabinet Ministers Tript Rajinder Singh Bajwa and Sukhjinder Singh Randhawa, MLA Faridkot Kushaldeep Singh Dhillon besides Sanadhu's family members.

Amarinder hails Rahul’s promise of minimum income for the poorest of the poor



Punjab Chief Minister Captain Amarinder Singh on Monday hailed Rahul Gandhi’s promise of Rs. 72000 each a year as minimum income to 20% of India’s poorest families as a path-breaking initiative by the Congress, which was completely focused on constructive policies in sharp contrast to BJP’s destructive and disruptive game-plan for the Lok Sabha elections.

With one stroke, Rahul had brought hope into the lives of the country’s poorest of the poor and exposed the Narendra Modi government’s failure to reach out to the 250 million people who would benefit from the Congress president’s proposed minimum income guarantee scheme, said Captain Amarinder. As per the scheme, any family earning less than Rs 12,000 a month would receive Rs 6,000 every month, the Chief Minister pointed out, adding that this would bring 50 million families out of the stark penury in which they were barely surviving.

Instead of wasting time in countering the Bharatiya Janata Party’s negative poll propaganda, Rahul was wholeheartedly focusing on figuring out ways of addressing the basic problems of the people of India, who had suffered abominably under the Modi government, Captain Amarinder said in a statement issued here. While the Modi government was busy politicising the defence forces and trying to take credit for the recent IAF strikes across the LoC, the Congress led by Rahul was engaged in exploring ways to alleviate the sufferings of the people, said the Chief Minister.

Captain Amarinder lashed out at the BJP for failing to deliver on any of its promises, including employment for youth and doubling of the farmers’ income, over the past five years. The BJP leaders were busy filling their own pockets at the expense of the common people of India, whose conditions had worsened under the Modi government, he added.

The Chief Minister lambasted the ruling party over its attempts to centralise the election campaign on the defence forces in order to neutralise the people’s grievances on issues of their livelihood and basic necessities. This, he said, was being done to cover up the gross failures of the Modi government on all fronts. Prices of essential commodities and spiraled out of control in these five years, farmers were committing suicide due to their unmanageable debts which the central government had adamantly refused to waive off, and youth were struggling against the problem of unemployment created by the Modi government, said the Chief Minister. 

The BJP, he said, had no answers to the questions of the people of India, who wanted to know why the Modi government had failed to fulfill its much-touted promises. And so they were trying desperately to take refuge behind the armed forces, which had always remained a neutral institution working selflessly in the cause of the nation, said Captain Amarinder.

NGT’s monitoring committee fixes one month deadline



Chandigarh, March 20: The Monitoring Committee set up by the National Green Tribunal on Wednesday directed the state Government to effectively check the menace of river pollution in a time bound manner. The Committee also fixed a deadline of one month for the same and pointed out it would undertake on the spot inspection at vulnerable points to evaluate the progress in this regard.  

The Committee headed by Justice (Retd.) Pritam Pal specifically directed the officers of nodal departments to ensure timely implementation of the action plan and categorically said no laxity would be tolerated at any cost. He further emphasised that there would be ‘zero tolerance’ against pollution and polluters and the officers concerned must keep a close vigil at each and every ‘entry and exit’ point from where the untreated effluent was being flown into main rivers. The Chairperson clearly stated that strict action would be initiated against the violators as per the provisions of water and air pollution acts as a deterrent for others. The Committee also appealed the people to extend fulsome support and cooperation to the Punjab government to stamp out pollution from the state. Likewise, the committee also solicited assistance and participation of various social, religious, voluntary and non-governmental organizations for this noble cause. 

While presiding over first meeting of the committee organised by Directorate of Environment and Climate Change, Punjab here at Mahatma Gandhi State Institute of Public Administration to review the progress of implementation of Action Plans for river Beas and Satlej, the Chairperson underscored the need to launch coordinated and concerted efforts against water pollution especially in the catchment areas of these rivers in the state. The committee along with Officers of Local Government, Environment and Pollution Control Board would visit all the spots affected by pollution from ‘origin to tails’ after one month to inspect the progress in this regard, he added.

Stressing the need to keep 24X7 surveillance over the pollution scenario in river Beas, Satluj especially in the catchment areas of Budda Nullah, Ludhiana and Kali Bein, Jalandhar due to unchecked flow of untreated effluents in terms of industrial and chemical waste, the Chairperson said that this had resulted in alarming situation turning into health and environment hazardous especially in Malwa belt of the state.

Principal Secretary Environment and Climate Change Rakesh Verma apprised that there were 44 Sewerage Treatment Plants monitored in the month of January, of which 23 were compliant while 21 were non compliant. He further informed that common effluent treatment plants were under different stages commissioning at various sites in Ludhiana including Bahadurke Road, Focal Point, Tajpur road besides for electroplating industrial units and Leather Complex in Jalandhar.

On the issue of operation and maintenance of STPs and CETPs the committee observed that there should be dedicated funds in the Urban Local Bodies for such works, so that the mechanism of treating water could not be affected.

Giving details regarding functioning of Effluent Treatment Plants of Industries, Mr. Verma said that there were 445 industries requiring ETPs near Satlej river of which 44 industries were monitored out of these 27 were in compliant category and 17 were in non compliant. On the other, near Beas river there are 21 industries requiring ETPs and all are in compliant category. He said that the department had taken action against the non-compliant units 8 were sealed/power supply disconnected, one unit was closed, show cause notice issued to three units and action against 5 was under process. He informed that Environment Department had chalked out a comprehensive plan for rivers namely Beas, Sutlej and Ghaggar besides plan for clean air.   

Expressing deep concern over the health issues due to severe contamination of water caused by inflow of untreated effluents to rivers, the noted environmental activist Sant Balbir Singh Seechewal said that there were blatant violations of water act as none follows the prescribed norms, which should be adhered to in letter and in spirit for larger public interests. He also revealed that the quality of life of villagers residing across the banks of Kala Sanghian drain was adversely impacted due to severe pollution. He also advocated that the treated water also of village ponds should be utilised for irrigation purposes.

The Punjab Pollution Control Board Chairman Satwinder Singh Marwaha pointed out that Rs. 7 crore was needed for seamless operations of Water Quality Monitoring System by installing requisite mechanism at 10 different sites across the state.

Former state Chief Secretary S.C. Aggarwal, who is also the member of the committee, impressed upon that all STPs should be made functional at the earliest and emphasised to keep a close tab over the day to day progress.

Prominent amongst those present in the meeting included Members of Committee J Chander Babu, Babu Ram, Director Rural Development and Panchayats Jaskiran Singh, Director Information and Public Relations Anindita Mitra, Additional Commissioner Ludhiana Municipal Corporation Sayyam Aggarwal and officers of various departments.

No alliance talks with AAP in Punjab, Congress needs no allies in state: Amarinder



Punjab Chief Minister Captain Amarinder Singh has categorically denied any alliance talks with Aam Aadmi Party (AAP), or any other party, for the May 19 Lok Sabha elections in the state.

The Congress did not need any alliance in Punjab, nor was it in talks with any party on the same, Captain Amarinder Singh said in response to a question while talking informally with media persons after meeting Raj Kumar Verka, Chairman of the Punjab Warehousing Corporation, at his office. Verka was appointed as the Chairman of the Corporation last week and he took charge of his office on Friday.

Asked to comment on AAP leader Arvind Kejriwal’s statement that talks for alliance in Punjab were in progress, the Chief Minister said though he was not aware of such a statement, the Congress did not need any allies in Punjab.

Exuding massive confidence about the Congress prospects in the parliamentary elections, the Chief Minister said the party was gung-ho about these polls, as was evident from the fact that it had chosen Ahmedabad – the home turf of Prime Minister Narendra Modi - for the CWC meeting. This clearly showed the level of enthusiasm in the party, which was literally ready to take the BJP by its horns, he added.

In response to a question on the Punjab Congress candidates, Captain Amarinder Singh that the next meeting was likely to be held in Delhi around the end of this week. There was no hurry, he said, pointing out that the polling date was more than two months away, giving the party lot of time to select its candidates. Asked to comment on the time lag in the polling date for Punjab, Captain Amarinder Singh said it was the Election Commission’s prerogative and he could not, therefore, say anything on the issue.

Captain Amarinder Singh made it clear that former Prime Minister Dr. Manmohan Singh was never in reckoning for candidature as he had made it clear that he was not interested in contesting elections. He described his meeting with Dr. Singh in Delhi on Saturday as a courtesy call, during which he briefed the former Prime Minister on the Congress plans in Punjab. Asked about the party’s star campaigner in the state, the Chief Minister said it was up to the Congress high command to decide the names of the key campaigners for the party in these elections.

On whether the IAF air strikes across the LoC would prove beneficial to the ruling Bharatiya Janata Party (BJP) at the Centre, the Chief Minister said with Indian soldiers continuing to be killed every day, the air strikes had clearly not proved to be a deterrent so far against Pak-backed attacks on India. 

He reiterated that no attempts should be made to politicize the Indian forces. He said the armed forces are apolitical and are above the petty considerations of caste, religion and political affiliations. 

Captain Amarinder Singh expressed happiness at the fact that the Kartarpur Corridor project had remained on track despite the recent tensions at the border. Islamabad had also clarified that the latest events will not have any adverse effect on the project, he pointed out with satisfaction, adding that the Corridor was something that people on both sides wanted.

PATHANKOT, MARCH 8: Punjab Chief Minister Captain Amarinder Singh on Friday warned Congress ticket aspirants rebelling against any of the official candidates of the party for the forthcoming parliamentary elections of expulsion from the party. 

In an informal chat with mediapersons after the ceremony to rededicate to the people of Punjab the Shahpur Kandi Dam project, the Chief Minister made it clear that the party’s nominee from Gurdaspur would be sitting MP and PPCC chief Sunil Jakhar.

The party candidates for the polls were likely to be declared within a week and anyone rebelling against the official nominees would be thrown out of the party, he added. He dismissed reports of dissent within the Congress following Sher Singh Ghubaya’s entry into the party, saying all soldiers of the party would toe the line and the decision on the candidature of any ticket seeker was for the high command to take, with winnability the key criteria. If anyone goes against the high command’s decision, they would be immediately expelled, he added.

The Chief Minister, in response to another question, reiterated that stern action would be taken against anyone found guilty of involvement in the sacrilege incidents and the subsequent police firing in Behbal Kalan and Kotkapura. The SIT was investigating the matter and once it submits its report, suitable action would be taken against the guilty, as per the law, he added.
 
Asked to react on the tragic deaths due to a drugs overdose in Amritsar, Captain Amarinder Singh termed it unfortunate and said most such cases were occurring as a result of consumption of concoctions of drug medicines. His government was going all out to create awareness among the people against it, even as it was carrying on with its fight to eradicate the drugs menace from the state, he added.
