AAP welcomes the Justice Katju 'People’s Commission' report into the Behbal Kalan police firing

AAP welcomes the report of ‘People’s commission’ headed by Justice Markandey Katju and demands its implementation in letter and spirit, said the party spokesperson Sukhpal Singh Khaira.

As we aware, votaries of human rights in Punjab had set up a people’s commission under the supervision of Justice Markandey Katju, to enquire into the illegitimate police firing at Behbal Kalan in the month of October 2015.

Needless to mention, Justice Katju who retired as a judge of the Supreme Court and Chairman of Press Council of India, carries the reputation of a truthful and an honest legal luminary and social activist. The Katju commission was formed to enquire into the killing of two innocent Sikh youth at Behbal Kalan (Faridkot), in the aftermath of repeated incidents of sacrilege of Shri Guru Granth Sahib ji. People of Punjab were up in arms against the sacrilege of Guru Granth Sahib and were peacefully demanding strict action against the guilty. But unfortunately the Badal government instead of arresting the guilty persons responsible for the sacrilege, ordered an indiscriminate firing and lathicharge on innocent people at Behbal Kalan on 14 October 2015. The police firing left two innocent Sikh youth Krishan Avtar Singh and Gurjeet Singh dead on the spot, while scores of women, men and old people were seriously injured in the brutal use of force.

Khaira said in a statement that It is astonishing and surprising that the Badal government failed to identify the killers of these innocent Sikh youth and the FIR into Behbal Kalan police firing, remains against unidentified persons till date. This is nothing but the mockery of law as it were the police officers in uniform who had killed the innocent Sikh youth.

He furher sataed that the Badal government in order to hoodwink the agitated people of Punjab had set up the Justice Zora Singh Commission, to look into the firing incident.  It has been a usual practice for the senior Badal to appoint such premeditated and politically motivated commissions of enquiry, in order to get a clean chit from them. Earlier, Badal had appointed Justice AN Jindal Commission into the Maluka book scandal, that gave a clean chit to the corrupt Minister despite blatant evidence against him.

Khaira alleged that the said Justice Zora Singh Commission has been appointed by  Badal, after a commitment of giving a clean chit to the guilty police officers and his son Sukhbir Badal as the Home Minister of Punjab. Hence, AAP trashes and outrightly rejects the government sponsored Zora Singh Commission, as it has been formed only to protect guilty persons and sign on dotted lines of the government.

Therefore, Aam Aadmi Party welcomes the report of People's Commission by Justice Markandey Katju and urges the government to implement the said report in letter and spirit, to ensure justice to the aggrieved families and victims of police firing at Behbal Kalan. It supports the contention of the Katju Commission for strict action against police officers who ordered the firing without a magistrate being present on the scene. AAP also demands to make public the call records the then SSP Faridkot, who probably got the firing orders from none other but the junior Badal Deputy CM cum Home Minister. AAP also supports the recommendation of Rs. 1 crore compensation and a government job to the families of the deceased, said the statement.

‘Thanks to Badal playing double game on SYL, we lost in SC what we gained in Vidhan Sabha’: Capt Amarinder

Punjab Pradesh Congress Committee president Capt Amarinder Singh today said that had Chief Minister Parkash Singh Badal not played the double game on the SYL issue, Punjab’s legal position would have been stronger.

"Thanks to his (Badal’s) playing the double game on the SYL issue, we lost in the Supreme Court what we had gained in the Vidhan Sabha”, the former Chief Minister, who had enacted the Termination of Agreements Act in 2004 that saved Punjab’s waters from being given to other non-Riparian states, said in a statement issued here today.

"Badal, like an old fox, and in his characteristic way played the double game by first getting the bill passed in the Vidhan Sabha but not sending it to the Governor for his assent apparently to provide crucial time to Haryana to approach the Supreme Court which ordered the status quo thus nullifying everything that was done in the Vidhan Sabha with Congress support”, he pointed out, while asking the Badals, "so what is there to celebrate about it?”

He recalled and referred to the Termination of Agreements Act passed during his time in 2004 where it became a law within a span of less than six hours only. "We passed the bill during the noon, got the Governor’s assent in the afternoon and notified it before the evening the same day”, he pointed out, while suspecting Badal’s intentions.

The former Chief Minister observed, no matter how much Badal may claim credit on SYL, the actual fact remains that he has always betrayed the Punjab’s interest. He pointed out, it was Badal who accepted Rs 2 crores in 1977 from the then Haryana Chief Minister Devi Lal for constructing the canal.

Capt Amarinder also took a dig at the Chief Minister and his Deputy Chief Minister son Sukhbir Badal for getting themselves declared to be "messiah of farmers” and "saviour of waters” respectively, when actually they had betrayed the people on both counts.

"It is amusing that they are trying to celebrate the defeat, when actually they should feel sorry and ashamed”, he remarked, while pointing out, how farmers were killing themselves and committing suicide under Badal’s rule, the self proclaimed "messiah”.

Be prepared for the tough battle ahead to safeguard the river waters: Badal

Giving a clarion call to people of the state to prepare themselves for tough battle ahead to safeguard the river waters of the state, the Punjab Chief Minister Parkash Singh Badal today unequivocally declared that the Satluj Yamuna Link (SYL) canal would not allowed to be constructed at any cost and under any circumstances.

Addressing a mammoth gathering during religious congregation to mark the commemoration of historic Hola Mohalla here today, the Chief Minister without mincing any words said that it was high time to make supreme sacrifices rather than allowing the construction of SYL canal as it would divest the people of Punjab of their legitimate rights over the river waters, in blatant violation of the nationally and internationally accepted Riparian Principle. Committing his party and government to the strongest measures needed in order to protect the interests of the people of Punjab, Badal appealed to Punjabis to prepare themselves for tough battles ahead for the purpose.

The Chief Minister said that he had recently declared to safeguard the river waters of the state at any cost in accordance with the Riparian Principles in the august house of Punjab Vidhan Sabha adding that from this sacred land of martyrs today he declares that any such decision aimed at robbing the state and its people of their rights was, is and would never be accepted to me and SAD-BJP alliance. Badal expressed gratitude to the state BJP leadership especially Cabinet Minister Madan Mohan Mittal and state BJP Chief Kamal Sharma, who had fully supported the state’s cause for river waters.

Recalling the long ordeal of Shiromani Akali Dal (SAD) for waging a relentless battle to protect the interests of the state, the Chief Minister assailed the Congress for depriving the genuine rights especially related to river waters during their successive governments at the centre. He chided the state Congress leadership for being mute spectators that surrendered haplessly before their party high command in brazen defiance of the interests of the state and its people. As a testimony to their betrayal towards the state and its people the then Chief Minister of Congress Darbara Singh along with Captain Amarinder Singh, who was MP at that time, accompanied the Prime Minister Indira Gandhi for performing earth breaking ceremony of the SYL Canal, at Kapoori in 1982.

Referring to Punjab Termination of Agreements Act 2004, which Congressmen claimed as their major contribution, the Chief Minister said that all the Agreements which were terminated through this Act, were done by the Congress governments. Thus the Act was a mere admission of guilt by the Congress government headed by Captain Amarinder Singh. This Termination Act terminated nothing but the agreements signed by the Congress governments alone themselves. He said the passage of this agreement was in fact an unintentional admission of guilt by the Congress government.

On the occasion, the Chief Minister and Deputy Chief Minister were honored for championing the cause of peasantry by bestowing ‘Kissana da Messiah’ and ‘Paaniyaan da Raakha’ award. As a token of honor and services rendered by them for well being of peasantry, the Chief Minister was presented a ‘Wooden Plough’ whereas Deputy Chief Minister was given a model of "Well”.

In his speech, Punjab Deputy Chief Minister, Sukhbir Singh Badal today strongly castigated Congress and Aam Aadmi Party (AAP) for playing dirty politics on SYL issue which is of utmost importance to the state. He said that both congress and AAP have displayed height of political opportunism and their dubious role has come to the fore on crucial SYL issue. He said that while Punjab Vidhan Sabha was deliberating on SYL issue and bill to de-notify the land acquired from farmers for SYL was being brought, congress MLAs resorted to dirty tactics of staging walkouts. Taking on AAP, Deputy CM said that its convener and Delhi CM, Arvind Kejriwal gave statement supporting Punjab’s stand on SYL but changed his tune as soon he reached Delhi which was equivalent to stabbing Punjabi people in the back.
