Punjab CM to visit Israel, aiming to tap its technological advancements



CHANDIGARH, OCTOBER 16: Punjab Chief Minister Captain Amarinder Singh on Tuesday paved the way for his visit to Israel, next week, with the confidence that it would open new vistas of growth and cooperation in key areas of mutual interest, particularly the Agriculture, Horticulture and Dairy sectors.

The Chief Minister, accompanied by a high-level delegation, is scheduled to leave for his 5-day visit to Israel on October 21, according to an official spokesperson.

At a meeting with Charge de’ Affairs of Israeli Embassy, Maya Kadosh, who called on him this morning, the Chief Minister also hoped to share Israel’s expertise in the field of internal security to further strengthen the state’s defence preparedness.

Seeking to position Punjab as the most favoured investment destination among foreign investors, the Chief Minister said his government was keen to tap the technological advancements on offer by Israel. India and Israel share glorious historical ties which should be fully harnessed through mutual cooperation to ensure overall growth and prosperity for both sides, Captain Amarinder Singh said at the meeting.

The visiting delegate apprised the Chief Minister of the elaborate arrangements being made to make his visit result oriented, and said that entrepreneurs, especially from the defence segment, were keenly awaiting the visit.

The Chief Minister said he looked forward to signing the two MoUs in the field of Agriculture and Water Conservation, as these would propel the state government’s efforts towards making farming more viable for the agricultural community. He reiterated the need for the farmers to diversify their crop pattern and get out of the paddy-wheat cycle, and showed interest in replicating the latest practices of drip irrigation and Hydroponics in view of the depleting water table in Punjab. He further said he was keen to adopt Israeli know-how to boost the dairy sector and also wanted to visit the Israeli orchards and nurseries to secure first-hand knowledge of the technological advancements in hybrid production of plants. 

The Chief Minister sought Israeli assistance in improving the quality of citrus fruits as Punjab was the leading producer of Kinnow and wanted to go for mass plantation of sweet oranges, which finds a remunerative market in the MNCs. He also discussed cooperation in livestock development with the visiting delegate.

The Chief Minister further evinced keen interest in tapping Israel’s state-of-the-art technology and expertise in intelligence and homeland security in order to boost Punjab’s security apparatus.

Others present at the meeting were Chief Principal Secretary to CM Suresh Kumar, ACS Industries Vini Mahajan, ACS Agriculture Viswajeet Khanna, Principal Secretary to CM Tejveer Singh, & DGP Intelligence Dinkar Gupta.

Chandigarh, October 15: Lashing out at vested political interests seeking to politicise a sensitive issue, Punjab Chief Minister Captain Amarinder Singh on Monday asserted that there was no question of backing out of his promise to bring to book the culprits of the Bargari sacrilege case and the subsequent incidents of firing at Behbal Kalan and Kotkapura.

Addressing a press conference here, the Chief Minister rejected allegations of the situation in Bargari getting out of control and said his government was fully equipped to deal with it.
   
When asked if Bargari was becoming a rallying point for radicals, the Chief Minister said everyone knew that some people were trying to politicise the issue but the people of the state wanted peace and would not get carried away by the attempts of such elements to take political mileage from it.

The Chief Minister warned the radicals against trying to disturb the hard-earned peace of Punjab. Asked if he was supporting the radicals to get control of the SGPC, the Chief Minister said that he had never had any links with such groups. He said that he would support any moderate group of Sikhs to get control of the SGPC, as he wanted the Badals out of it. "They have ruined the Gurdwaras”, he said, adding that as far as Badal was concerned, he was no moderate but an opportunist who uses people of all shades to meet his political ends. 

The Chief Minister made it clear that the SIT was on its job of investigating the Bargari and other incidents but "under the law, I cannot interfere in its functioning.” The SIT was fully cognisant of the sensitivity and urgency of the matter and would not delay its investigations, said Captain Amarinder, declaring that the SIT would move the courts for action if they find any ground for action against anyone.

Pointing out that his government had initiated steps immediately after coming to power to fulfil the Congress promise of strict action in these cases, the Chief Minister said the decision to hand over the investigation to SIT was unanimously taken in the Vidhan Sabha. The government had initially decided to entrust the probe to CBI but the House decided against it out of fear that the central agency could get influenced because of the alliance of the ruling BJP with the Akalis, he added.

Captain Amarinder observed that the Justice Ranjit Singh Commission, in its report, had clearly stated that it was only a fact-finding report and further investigations were required. He asserted that his government had picked the best professional SIT team for the probe. Pointing out that he, and even Rahul Gandhi, had visited Behbal Kalan soon after the incident, Captain Amarinder said his ministers were in contact with the families of the deceased and the families of the deceased’s had been given compensation beyond what was recommended by the Commission. Even yesterday, his ministers and MLAs had gone to the house of the deceased while others were merely indulging in political games over the issue, he added.
Replying to a question, the Chief Minister disclosed that the police had detected all the 157 cases of sacrilege reported in the state, with 129 people arrested and 10 convicted.

In response to another question, the Chief Minister said ISI had, for long, been active in Punjab and could be operating through Kashmiri students. However, he said every student from Kashmir was not a terrorist and the police had so far not established any links of the arrested students with locals.

On the issue of stubble burning, the Chief Minister said the situation could aggravate once harvesting is complete. While his sympathies were with the farmers, he was bound by law to take action against those indulging in burning of paddy straw, he added. Captain Amarinder Singh noted that the Prime Minister had failed to respond to his repeated pleas for compensation to farmers against stubble burning.

The Chief Minister announced his plans to visit Israel next week to have meaningful discussions on issues of mutual interest, including innovative methods of farming, besides water conservation and irrigation, livestock development, horticulture and food processing. He reiterated the need to get out of the wheat-paddy cycle to ensure better earnings for the farmers. Homeland security and training of police personnel is another area in which Punjab is seeking greater cooperation with Israel, he added.

To a question on the fuel prices, the Chief Minister said his government would wait till the end of the month before taking any decision in this regard, as international prices of oil were fluctuating. He lamented that all the key sources of the state’s income, except petrol and excise, were in the Central Government’s control.

Punjab presents State Sports Awards




Punjab Chief Minister Captain Amarinder Singh on Thursday presented the State Sports Awards, worth Rs. 15.55 crore, to 23 players in recognition of their outstanding performance in Commonwealth and Asian Games-2018.

Legendary athlete Milkha Singh accompanied the Chief Minister at the event, where an Apple I-phone was also presented to each of the players, along with the certificates.

Speaking on the occasion, Captain Amarinder reiterated his government’s commitment to promote sports at the grassroots level, and to motivate youngsters into sports through various initiatives. He expressed the confidence that Punjab players would shine in the next Olympics as there was no dearth of talent in the state. The Punjab Government would channelise the energy and talent of sports stars positively to secure medals in the Olympics, he added. 

Among those honoured by the Chief Minister were Heena Sidhu, who has been awarded Rs. 1.75 crore for clinching gold, silver and bronze medals in Pistol Shooting in Commonwealth and Asian Games. Other awardees in the Commonwealth category are Pranav Chopra (Rs. 75 lakh for Gold in Badminton), Anjum Moudgil (Rs. 50 lakh for Silver medal in Shooting), Navjeet Kaur Dhillon (Rs 40 lakh for winning bronze medal in Discus throw), Vikas Thakur (Rs. 40 lakh for Bronze in Weightlifting). Weightlifter Pardeep Singh’s mother received his award for Rs 50 lakh for winning Silver medal. 

Among the Asian Games Gold medal winners, Tajinder Pal Singh Toor and Swaran Singh were conferred Rs 1 crore each respectively in Shotput and Rowing. Sukhmeet Singh received award and Rs. 1 crore for Gold in Rowing, while Rs. 1 crore was awarded to Arpinder Singh for winning Gold in Triple Jump (Athletics), Rs. 75 lakh to Randeep Kaur Khehra for Silver medal in Kabaddi, Rs. 75 lakh to Reena Khokhar for Silver in Hockey, Rs. 50 lakh to Rupinder Pal for Bronze medal in Hockey, Rs. 75 lakh to Gurjit Kaur for Silver in Hockey, and Rs 50 lakh to Akashdeep Singh, whose award was received by his father. An award of Rs 50 lakh was by the mother of Hockey player Manpreet Singh.

Among other awardees were the Hockey players who won the Bronze in the Jakarta Asian Games. They were all given Rs. 50 lakh each, which was received by their respective family members as they are currently in the national camp of Indian Hockey. Through a live online message, they extended their thanks to Punjab Government for honouring them and assured that they would bring more laurels to the state and the nation. These awardees were Mandeep Singh, Harmanpreet Singh, Simranjeet Singh, Krishna Bahadur Pathak and Dilpreet Singh. 

Award and prize money of Rs. 50 lakh was given to Bhagwan Singh, bronze medal winner in Rowing.

Describing the Sports Awards ceremony as a historic occasion in the history of Punjab Sports, the Sports Minister Rana Gurmit Singh Sodhi said it was a matter of great pride that  the state was being led by a Sports person, Captain Amarinder Singh, and the state had recently unveiled a comprehensive Sports Policy, which would further give a fillip to sports in Punjab. He said that the Chief Minister had also assured to provide Government jobs to players with outstanding performance according to their qualification. The Sports Minister also announced that Punjab Government would ensure the best coaching facilities and state-of-the-art infrastructure so that the state could scale new heights of success in National and International competitions.

He said that State has identified land for setting up Sports University at Patiala. A great marathon will be organised by the department at state as well as district levels, he added. The Minister also called upon the Industrial units to adopt sports and players to further strengthen the Sports in the state.

Local Bodies Minister Navjot Singh Sidhu, MLA Pargat Singh and President Punjab Olympic Association Sukhdev Singh Dhindsa were also present at the event.

Actor and comedian Gurpreet Ghuggi, addressing the gathering, lauded the initiative of Punjab Government for restoring the sports culture in Punjab, which was earlier one of the frontrunner sports states in the country.

Padma Shri Bahadur Singh, Arjuna Awardees Baljit Sing Dhillon, Gurdev Singh Gill, Jaipal Singh and Jagjit Singh, Olympians Ajit Singh, Sukhbir Singh Gill, former DGP Mahal Singh Bhullar, Secretary General of Punjab Olympic Association Raja K S Sidhu and comedian Kapil Sharma were also present.

Punjab okays policy for regularisation of unauthorized colonies



Chandigarh, October 3: Punjab Cabinet on Wednesday okayed a policy for regularization of unauthorized colonies etc. developed before March 19, 2018.

According to a spokesperson of the Chief Minister's Office, the move will give an opportunity for regularisation to colonisers/residents who have failed to apply for either getting their unauthorized colonies regularized or un-authorized plots/buildings falling in un-authorized colonies compounded under previous policies, or whose application are pending.

Stringent action would be taken against the colonizer of a colony, which comes up after the cut-off date March 19, 2018, and also against those who do not apply for regularization, the Cabinet decided. 

Spokesperson further claimed that this policy would enable residents living in these colonies to get facilities of basic civic amenities like water supply, sewerage, electricity and road connectivity etc.

Highlighting the key features of this policy, the spokesperson said unauthorized colonies developed before March 19, 2018 shall be regularized, with regularization charges earlier paid under the previous policies to be adjusted. The charges thus received from the regularization of the particular colony would be used for providing basic infrastructure to that specific colony only and payment of charges shall be made in instalments.

Besides, committees of officers shall also be constituted for quick regularization of colonies, as well as plots falling in these unauthorized colonies. Residents Welfare Association (RWA) can also submit an application for regularization of the colony. Where there is no colonizer, creation of RWA shall be mandatory. However, the area under the road/park would be transferred in the name of the local authority immediately, and subsequently would be transferred to RWA as and when formed for its maintenance. Till that time, the upkeep shall be the responsibility of the colonizer.

Unauthorized colonies have been categorized into four categories viz. where upto 25% plots are sold, where 25% to 50% plots are sold, where more than 50% plots are sold and a special provision for exceptional colony having more than 75% built-up area.

The colonizer would be required to submit registered sale deeds within three months from the grant of provisional regularization certificate in case sale agreements are submitted as proof of sale. No legal action shall be initiated against the colonizer who pays full charges as per demand notice. Also, no interest shall be levied on the pending payment.
 
In another decision, the Cabinet also decided to amend Punjab Goods and Services Tax Act, 2017 through Ordinance in order to simplify the process of filing returns and payment of tax with minimum paper work.

Notably, Punjab Goods and Services Tax Act, 2017 is replica of Central Goods and Services Tax Act, 2017. Central Goods and Services Tax (Amendment), Bill has been passed by Lok Sabha on August 9, 2018. Similar amendments have to be made in Punjab Goods and Services Tax Act, 2017.
