Amarinder suggests all-party meeting under PM to tackle water crisis



To evolve consensus and formulate a national strategy for tackling the deteriorating water situation in the country, Punjab Chief Minister Captain Amarinder Singh on Monday suggested an all-party meeting under the chairmanship of the Prime Minister.

The Chief Minister made the suggestion during a courtesy call on Jal Shakti Minister Gajendra Singh Shekhawat here.

Water is a national problem which needs to be discussed and resolved at national level, the Chief Minister told mediapersons in an informal chat after meeting Shekhawat. The all-party meetings could be held region-wise to make the process more streamlined and effective, with the Prime Minister chairing each of them, said Captain Amarinder, expressing concern over the deteriorating water crisis in the country. These meetings, he said, would help develop consensus on steps need to save the precious natural resource.

In response to a question, the Chief Minister said the SYL issue was not discussed during his meeting with the Union Minister as it was sub-judice.

The Chief Minister revealed that the problem of Punjab’s Buddha Nallah came up for discussion and he had assured Shekhawat that work was in progress to clean it. The state government had set for itself a two-year deadline for the task, he added.

Captain Amarinder informed the Union Minister that STPs were being operationalised to ensure that the Buddha Nallah is not further messed up by the affluent from various industries. The dyeing industry, he said, was a major cause for the problem.

Shekhawat appreciated the `Punjab bijli bachao paisa kamao’ scheme. Pointing out that 85% water goes into irrigation, he said if 10% of the water used for agriculture could be saved, India’s water crisis could be solved for the next 50 years. Punjab, he said, could take the lead in this campaign, with incentivisation playing a major role in encouraging people to save water. Captain Amarinder said the state government was planning to launch a major programme of ground water recharging by using defunct tube wells.

The Union Minister asked Punjab to reduce the area under paddy cultivation, in response to which Captain Amarinder stressed the need for the central government to support purchase of alternate crops like maize on MSP.

Will the BJP manage to pull off a Goa in Karnataka after all? And then pull the rug from under the feet of Kamal Nath in Madhya Pradesh and Ashok Gehlot in Rajasthan? The former survives on the blessings of the Bahujan Samaj Party, Samajwadi Party and Independents. Mr Gehlot’s government, equally precarious, is dependant as it is on a dozen Independents!

As the standoff between the Supreme Court and Karnataka Speaker Ramesh Kumar plays out — he was rapped by the court for his seeming defiance — the Speaker managed to get a breather until Tuesday on taking a final call on the resignations of 10 legislators from the Congress and Janata Dal (Secular). But that tiny room for manouevre may have come to nought with the state chief minister, H.D. Kumaraswamy's completely misplaced bluster. He called for a confidence motion, purportedly to prove that he isn’t in the seat because he hankers for power.

Many believe instead that the confidence motion is a deliberate ploy by the JD(S) leader — minus three MLAs — to end the arrangement with the Congress, rather than hand over chief ministership to the Congress, particularly if it is his bete noire, former Congress chief minister Siddaramaiah, who benefits. Mr Kumaraswamy’s move to send an emissary to the BJP on Thursday night was a signal that the JD(S) could even be exploring other options. Or does HDK have another plan up his sleeve to quell the rebellion and save the day?

Either way, the motion will see matters come to a head next Wednesday, a day after the deadline set by the Supreme Court, which could effectively nix the Siddaramaiah-led Congress’ attempts to buy time while it cajoles and threatens their recalcitrant MLAs who have all but flown the coop. The rebel MLAs, with one foot in the saffron camp, have refused to return to participate in the trust vote. With the number of resignations up to 14, along with those of two Independents, the rebel camp has now swelled to 16.

Dispatched to Mumbai to bring back the MLAs, Congress trouble-shooter D.K. Shivakumar came back empty-handed. Mr Shivakumar’s brand of intimidatory politics and the wiser counsel of senior Congress leader Ghulam Nabi Azad, who was deployed for the first time in recent times to keep the Congress flock safe from BJP poachers, may or may not work this time, simply because the Congress is at a crossroads, with little to offer, either at the state or the Centre.

Few believe it even wants to persist with this coalition. But wary of fresh polls, it may even prefer to sit in the Opposition. With the BJP, now led by forceful leaders in the Amit Shah mould like J.P. Nadda who engineered the crossover of 10 Congress legislators in Goa to the saffron camp, offering pelf and power, Congress states like Karnataka, Rajasthan and MP are ripe for the picking. Chandigarh, July 12: The Chief Ministers of Punjab and Haryana met here on Friday to discuss greater coordination in the battle against drugs, and agreed to hold an inter-state meeting of all the northern states on July 25.

The meeting will be hosted by Punjab, Chief Minister Captain Amarinder Singh said after meeting his Haryana counterpart ML Khattar at the latter’s office.

Besides Haryana and Punjab, the chief ministers of Himachal Pradesh, Rajasthan, Uttarakhand and Delhi, as well as the Governor Jammu and Kashmir, Delhi Lieutenant Governor and Chandigarh Administrator are expected to join the second inter-state meeting on drugs, an official spokesperson said.

The first meeting was held in April last year and the northern states had then decided to set up a centralised secretariat at Panchkula (Haryana) with nodal officers from each stated to be deputed there for intelligence and information sharing. The states had also agreed on a more proactive campaign to fight drugs on a joint platform, with faster sharing of information on drug trends, cases registered and persons identified or arrested.

Captain Amarinder said after today’s meeting with Khattar that his government was committed to the total elimination of drugs, which were being smuggled into Punjab from across the borders, not just from Pakistan but also from within the country, especially Kashmir. He reiterated his government’s zero tolerance policy against drugs.

All Congress ministers 'voluntarily' resign to make way for rebel MLAs in government



In a desperate attempt to save the coalition government in Karnataka, all Congress ministers on Monday morning tendered their resignations from the Kumaraswamy Cabinet. 

With this, the Congress has made an open offer to 13 disgruntled MLAs who had tendered their resignations and have been staying in a Mumbai hotel. 

"All 21 Karnataka Congress ministers have resigned voluntarily," senior party leader and former CM Siddaramaiah informed reporters in Bengaluru.

The decision of Congress ministers to resign came after Independent MLA-turned-Minister H Nagesh withdrew his support to the HD Kumaraswamy government bringing its total tally to 105, level with the BJP, reports newindianexpress.com 

"I've already withdrawn my support to govt headed by HD Kumaraswamy. I would further by this letter unequivocally state I would extend my support to the Govt of BJP if called for by your good self," Nagesh said in his resignation letter on Monday.

All the ministers of the Congress submitted their resignations to AICC General Secretary KC Venugopal and KPCC chief Dinesh Gundu Rao on Monday morning at a breakfast meeting in Deputy Chief Minister G Parameshwar's house.
 
"In the last five years, we are seeing an anti-democratic stand of BJP where they destabilise other governments. After Lok Sabha, they have done this in West Bengal, Telangana and Andhra Pradesh. They threaten opposition MLAs and MLAs using central agencies like IT, ED and CBI to join them and destabilise the governments in states. In Karnataka, this is the sixth time BJP is trying to destabilise the coalition. Last few times they failed terribly and this time also they are luring with money and minister posts and are indulging in the horse trade. Congress will firmly face this situation. We strongly believe in the strength of the party in Karnataka. We are confident that this government will continue. There are a lot of rumours about more MLAs resigning. We agree there are grievances and issues, but in a democracy, everybody cannot be accommodated. For the welfare of the government, ministers of the Congress have voluntarily given resignations. Ministers themselves, given the scenario, have resigned from the cabinet and entrusted with the Congress the responsibility to reconstitute the cabinet," KC Venugopal, General Secretary, AICC said. 

The coalition that was previously hanging at 106 after the resignation of 13 legislators loses its simple majority in the scenario that all resignations are accepted and stands tied with BJP at 105.

The BJP hopes to get the support of Nagesh to take their numbers to 106, beating the coalition's combined strength.

Meanwhile, more resignations from the Congress' side is expected.

Karnataka Minister and Bidar North MLA Rahim Mahmood Khan said he has informed senior Congress functionaries about his grievances and will take a decision after meeting them at Deputy Chief Minister G Parameshwara's residence

On Monday the BJP has called a meeting of its MLAs who are likely to be shifted to a private hotel to stall any attempts by the coalition to lure them.

If all 13 resignations are accepted, it is game over for the Kumaraswamy government. 

Twelve legislators --nine from the Congress and three from the JD(S) -- resigned on Saturday.

Congress MLA Anand Singh had resigned on July 1.

"My department got only Rs 15 crore budget this year and it has just now been released. Of this amount, Rs 13 crore will be paid to clear old bills. How can I carry out various projects across Karnataka with the remaining Rs two crore?" the sports and youth empowerment minister told PTI.

Khan said he did not wish to align with the rebel group but the situation has forced him to take a decision.

"I'll attend the meeting (at Parameshwara's residence ) today. If my problems aren't addressed, I will be forced to take a decision," the minister said.

The JD(S)-Congress coalition's total strength in the state assembly, including those who have put in their papers, is 118 --Congress 78, JD(S) 37, BSP one and two Independents, besides the speaker.

The BJP has 105 MLAs in the House, where the half-way mark is 113.

The speaker also has a vote.

Another Congress MLA R Roshan Baig from Shivajinagar constituency, who has been up in arms against senior party leaders and was suspended for anti-party activities, told PTI that he has not yet decided on resignation.

"I'm busy with Hajj-related preparations and have no plans as of now to leave the party," Baig said.

Speculation was rife that he would also join the rebel camp.

The MLA landed in trouble when a ponzi scheme operative Mohammad Mansoor Khan, who allegedly duped thousands of people, mostly Muslims, accused him of taking Rs 400 crore from him and not returning it.

Baig rubbished Mansoor Khan's charge and called it a conspiracy against him by his adversaries.

The government went into a huddle following the resignation of 13 MLAs comprising 10 Congress and three JD(S) MLAs.

Ten of the rebel MLAs have camped in a Mumbai hotel and have made it clear that they will not attend the Congress Legislative Party meeting on Tuesday since they have tendered their resignation at Speaker K R Ramesh Kumar's office.

The speaker would take a call on Tuesday.

Hectic parleys were held in the Congress and the JD(S) camps to bail out the 13-month old government, which is facing a crisis.

Chief minister H D Kumaraswamy who returned from the USA Sunday evening straightaway held a series of meetings with leaders of the JD(S) and Congress, including the Congress legislative party leader and former chief minister Siddaramaiah without a break till late Sunday night.

Rahul Gandhi formally resigned as the Congress president. Here's the complete text of his resignation letter:

 
It is an honour for me to serve the Congress Party, whose values and ideals have served as the lifeblood of our beautiful nation. I owe the country and my organisation a debt of tremendous gratitude and love.

As president of the Congress party, I am responsible for the loss of the 2019 election. Accountability is critical for the future growth of our party. It is for this reason that I have resigned as Congress president.

Rebuilding the party requires hard decisions and numerous people will have to be made accountable for the failure of 2019. It would be unjust to hold others accountable but ignore my own responsibility as president of the party.

Many of my colleagues suggested that I nominate the next Congress president. While it is important for someone new to lead our party, it would not be correct for me to select that person. Ours is a party with a profound history and heritage, one of struggle and dignity that I deeply respect. It is woven into the fabric of India and I trust the party will make the best decision regarding who can lead us with courage, love and fidelity.

Immediately after resigning, I suggested to my colleagues in the Congress Working Committee CWC) that the way forward would be to entrust a group of people with the task of beginning the search for a new president. I have empowered them to do so and committed my full support to this process and a smooth transition. 
 
My fight has never been a simple battle for political power. I have no hatred or anger towards the Bharatiya Janata Party (BJP) but every living cell in my body instinctively resists their idea of India. This resistance arises because my being is permeated with an Indian idea that is and has always been in direct conflict with theirs. This is not a new battle; it has been waged on our soil for thousands of years. Where they see differences, I see similarity. Where they see hatred, I see love. What they fear, I embrace.

This compassionate idea permeates the hearts of millions and millions of my beloved fellow citizens. It is this idea of India that we will now vehemently defend.

The attack on our country and our cherished Constitution that is taking place is designed to destroy the fabric of our nation. In no way, shape or form am I stepping back from this fight. I am a loyal soldier of the Congress party and a devoted son of India and will continue to serve and protect her till my last breath.

We fought a strong and dignified election. Our campaign was one of brotherhood, tolerance and respect for all of India's people, religions and communities. I personally fought the prime minister, the Rashtriya Swayamsevak Sangh (RSS) and the institutions they have captured with all my being. I fought because I love India. And I fought to defend the ideals India was built upon. At times, I stood completely alone and am extremely proud of it. I have learned so much from the spirit and dedication of our workers and party members, men and women who have taught me about love and decency.
A free and fair election requires the neutrality of a country's institutions; an election cannot be fair without arbiters - a free press, an independent judiciary, and a transparent election commission that is objective and neutral. Nor can an election be free if one party has a complete monopoly on financial resources.

We didn't fight a political party in the 2019 election. Rather, we fought the entire machinery of the Indian state, every institution of which was marshalled against the opposition. It is now crystal clear that our once cherished institutional neutrality no longer exists in India.

The stated objectives of the RSS, the capture of our country's institutional structure, is now complete. Our democracy has been fundamentally weakened. There is a real danger that from now on, elections will go from being a determinant of India's future to a mere ritual.

This capture of power will result in unimaginable levels of violence and pain for India. Farmers, unemployed youngsters, women, tribals, Dalits and minorities are going to suffer the most. The impact on our economy and nation's reputation will be devastating. The prime minister's win does not negate the breadth of corruption allegations against him; no amount of money and propaganda can ever hide the light of the truth. 

The Indian nation must unite to reclaim and resuscitate our institutions. The instrument of this resuscitation will be the Congress party.
To achieve this important task, the Congress party must radically transform itself. Today, the BJP is systematically crushing the voice of the Indian people. It is the duty of the Congress party to defend these voices. India has never and will never be one voice. It is and always will be a symphony of voices. That is the true essence of Bharat Mata.

Thank you to the thousands of Indians, both at home and abroad, who have sent me letters and messages of support. I will, of course, continue to fight for the ideals of the Congress party with all my strength. I am available to the party whenever they require my services, input or advice. To those who support the Congress ideology, especially our dedicated and beloved karyakarta, I have absolute faith in our future and the utmost love for you. It is a habit in India that the powerful cling to power, no one sacrifices power. But we will not defeat our opponents without sacrificing the desire for power and fighting a deeper ideological battle. I was born a Congressman, this party has always been with me and is my life's blood and forever that way it shall remain.
