Capt Amarinder rejects any move to change the status, says Haryana can’t turn back the clock



Chandigarh, July 30: Rejecting outright any move to change the present status of Panjab University, Punjab Chief Minister Captain Amarinder Singh has written to Union Home Minister Rajnath Singh, saying his government was open to increasing the Grant-in-Aid for the University, through a mutually consultative process.

In the D.O. letter written to Rajnath, the Chief Minister asserted that the Haryana government could not take advantage of the ongoing proceedings in the Punjab and Haryana High Court. The transitory Financial Resources problem and its resolution by the statutory stakeholders do not permit the Government of Haryana to turn back the clock, he wrote. 

The proposal of the Haryana Government for restoration of its share in the University is "historically, logically, rationally and culturally unsustainable,” said the Chief Minister, adding that "the State of Haryana cannot arrogate to itself the privilege of altering history as and when it wishes.”

The Chief Minister pointed out as per Sub-section (4) of Section 72 of the Punjab Reorganization Act, 1966, the maintenance deficit grants to the university were shared and paid by the States concerned, i.e., Punjab, Haryana, Himachal Pradesh and Chandigarh UT administration in the ratio of 20:20:20:40, respectively. 

"The states of Haryana and Himachal Pradesh decided to withdraw from this sharing arrangement. The Government of Haryana also withdrew the affiliation of its colleges from the Panjab University and transferred the same to the other Universities within Haryana State. These decisions of the Haryana Govt. were unilateral and unconditional. Thus from 1976 onwards the State of Punjab and Chandigarh UT administration paid the maintenance deficit grants to the University in the ratio of 40:60, respectively. Thereafter, the Government of India vide its notification dated October 27, 1997 ceased the representation of Haryana in various governing bodies of the Panjab University,” he further said in the letter.

Elaborating further, Captain Amarinder Singh said notably, the University has been managing and conducting its financial affairs unilaterally. "The State Government has increased the Grant-in-Aid from Rs. 20 crores to Rs. 27 crores during the current financial year, which amounts to an increase of 35%. This substantial increase may not be commensurate with the needs of the Panjab University, but this is due to the reason that there is no bilateral consultative process in place through which the University's financial management is affected,” he added.

The need of the hour, said the Chief Minister, was to create a financial balance through a consultative process, vis-a-vis the university and the Punjab Government, so that a concrete plan or vision document for reasonable period, say 10 years, may be charted out collectively.

"Notwithstanding the alleged change in the character and composition of Chandigarh City into a 'Tri-City', as claimed by Haryana, the unalterable fact is that the 'Tri-City' was always in existence even when the state of Haryana decided to de-affiliate its colleges from this university and severed its all linkages with the university. There has been no change in the character of the Tri-City since that time. The Haryana government withdrew from the arrangements existing at that time on its own will and unilaterally, and it cannot be allowed to reverse its stand arbitrarily now. The argument of Tri - City is unplausible and is an afterthought," asserted Captain Amarinder Singh. "In view of the aforementioned circumstances, the Punjab government is of the firm view that no change in the nature and character of this university should be considered,” he added.

Captain Amarinder Singh said historically, the people of Punjab have been very intimately associated and have identified themselves with this university right from its inception. The Panjab University occupies an emotional place in the minds of Punjabis on account of historical, regional and cultural reasons. Right from the beginning it has emerged as an educational and cultural symbol of Punjab’s legacy and inheritance to an extent that it has almost become synonymous with the state of Punjab, he said.

The Chief Minister observed, after independence, the Panjab University was re-commenced with an Act of the Punjab State namely the Panjab University Act 1947, and subsequently, with the reorganization of the State of Punjab in 1966, it was declared as an Inter-State Body Corporate under Section 72 (1) of the Punjab Reorganization Act, 1966, enacted by the Parliament.

Since its inception, the Panjab University has been continuously and uninterruptedly functioning in the State of Punjab. It was shifted from Lahore, the then capital of Punjab, to Hoshiarpur and then to Chandigarh, the capital of Punjab. As many as 175 colleges of Punjab, which are situated in the districts of Fazilka, Ferozepur, Hoshiarpur, Ludhiana, Moga, Sri Muktsar Sahib and S.B.S Nagar, are affiliated with the Panjab University. Thus the entire territorial jurisdiction and the populace, which the Panjab University is catering to, falls primarily, in the Punjab State, in addition to the area under Union Territory of Chandigarh, the DO letter further stated.

CBSE planning to release UGC NET 2018 result way sooner than expected



The Central Board of Secondary Education (CBSE) might be on the verge of creating a record of sorts, and this in the last year that the CBSE is conducting the University Grants Commission’ National Eligibility Test (UGC NET) exam.
 
According to a report in the Times of India, the UGC NET 2018 results could be declared at the latest by August 4th, but they might come out even before that: on July 31st, less than a month after the exam.
 
Results will be put up on the official website, cbsenet.nic.in. Eligible candidates are required to visit the website when the results have been released.
 
A CBSE source has said to the Times of India, "The Board is working towards releasing the results by end of this month, and most likely on July 31, 2018 if it all goes as planned. However, it is confirmed that the results will be out latest by August 4th.”
 
The results for University Grants Commission's National Eligibility Test has always been a tough wait for the candidates. Generally, the average time for the declaration of the UGC-NET results in the past has been varying from three to five months. However, according to the report the CBSE board is all set to create a record by declaring the result in just 23 days after the exam was conducted.

A total number of whooping 11,48,235 candidates were registered for UGC NET July examination.

CBSE conducted the UGC NET July examination on 8 July for 84 subjects at 91 selected Cities of Examination spread across the country. A total number of 11,48,235 candidates were registered for UGC NET July examination.
 
It must be borne in mind that the CBSE hasn’t officially released an exact, or even a tentative, date for the release of the UGC NET results 2018.

The UGC NET July examination is going to be the last National Eligibility Test conducted by the Board. According to the union government's plans, the responsibility of the organisation of UGC NET examination will now be conducted by the newly-formed National Testing Agency (NTA).
 
According to the schedule released by the Human Resource Ministry, the UGC NET's next edition will be conducted in December this year, which will be the first ever examination to be organised by the NTA.

JULY, 23: The Government today assured that the proposed Higher Education Commission would be an "independent" body and that rights of states would not be impunged.
 
"We are not converting it into a bureaucratic organisation… it will remain independent,” Human Resources Development Minister Prakash Javadekar said in Lok Sabha today, adding the context has changed now.
 
The assurance by government comes amid concerns expressed by members over replacing the UGC.
 
When the UGC was set up in 1956, there were 20 universities, 500 colleges and around 2 lakh students. Now, there are over 900 universities, 40,000 colleges and more than 3.5 crore students, the minister said, according to PTI.
 
During the Question Hour, the minister said that now there would be two commissions, one for providing grants and the other for carrying out regulatory functions. "That is the whole idea,". 
 
The Higher Education Commission of India Bill, 2018, seeks to repeal the University Grants Commission (UGC) Act, 1956 and establish the Commission to effectively attain standards and enhance quality of higher education.
 
The ministry is in the process of finalisation of the draft Higher Education Commission of India Bill, 2018 based on suggestions/comments received from various stakeholders, he said.

The assurance by government comes amid concerns expressed by members over replacing the UGC.

According to the minister, the grant disbursal function to universities and colleges is now proposed to be located in an entity which works in a transparent, merit-based approach through an ICT (Information and Communication Technology) enabled platform.

Making it clear that rights of states would not be impunged with the creation of the new body, the minister also said there would not be any change at all in existing reservations for OBC, SC and others.

"The proposed Higher Education Commission of India will focus largely on promoting the quality of academic instruction, maintenance of academic standards and grant of autonomy of higher educational institutions,” Javadekar said.
 
The issue of the yet-to-be- established Jio Institute being selected as a institution of eminence was also raised by some members.
 
Javadekar said it was selected from 11 private proposals under the greenfield institutions category.

To a query on why no state-run university found a place in the institution of eminence list, he expressed hope that public universities would be there in the next list.

ICAI declares final CA, CPT 2018 result; here's how you can check it



The Institute of Chartered Accountants of India (ICAI) has today released the results of the Chartered Accountants final examination, foundation examination and Common Proficiency Test (CPT).
 
The results are available at the official websites icaiexam.icai.org, caresults.icai.org and icai.nic.in . The exams were held in May/ June 2018.

As per the earlier notfiiation, ICAI was scheduled to release the CA Results 2018 for CA Final and CA CPT May and June examinations 2018 at 6 pm today. However, the CA Results were announced earlier than the scheduled time.
 
The candidates can check their results by logging into registered account. Also the CA CPT results will be sent to the registered candidates through SMS and e-mail. 

The CPT result page of the candidate will have qualifying status, marks obtained and minimum qualifying marks.

A total of 1,21,850 candidates were admitted in the final exam (old course) and there were 381 exam centres set across the globe for the same. For the new course final examination, a total of 5,406 candidates were admitted and 239 centres were set up.
 
According to a press release total of 9104 candidates qualified as Charted accountants (CA) in old course and total of 139 qualified as Charted accountants in new course.
 
Atul Agarwal from Jaipur has topped scoring 618 out of 800 marks.

The qualified candidates will get the CA CPT rank certificate within two weeks of the CPT result announcement i.e., by first week of August 2018.

HRD ministry gets trolled for granting 'Institution of Eminence' tag to non existent Jio Institute; issues clarification



IN A BID to improve the rankings of the Indian institutes globally, the Human Resource Development Ministry on Monday announced the name of six universities which have been selected for the Institute of Eminence status. Out of six, three are in the public sector and the remaining in the private sector.

HRD Minister Prakash Javadekar on Monday tweeted, "The Institute of Eminence are important for the country. We have 800 universities, but not a single university in top 100 or even 200 in the world ranking. Today’s decision will help achieve this.”
 
Indian Institute of Technology (IIT)-Bombay, IIT-Delhi and IISc Bangalore are the three public universities selected under this. Jio Institute by Reliance Foundation, BITS Pilani, Manipal Academy of Higher Education are the three private universities which have been granted the status of Institute of Eminence.
 
There is a good reason why searching for Jio Institute on Google did not throw up any results. The institute, backed by Reliance Foundation, is non-existent. When the HRD Ministry accorded Jio Institute with the "Institution of Eminence” status, the move created a furore on social media over how a proposed university qualified for the tag.
 
The college is only set to begin operations in the next three years but when it does, it will have far greater autonomy from government regulators as compared to most institutions.

The IoE tag will grant special powers to these six institutes, such as greater autonomy to start a new course, hire foreign faculty and collaborate with foreign institutes without government approval.
 
Jio’s presence on the list is all the more curious as the panel tasked with selecting the institutions was supposed to pick 20 colleges and universities for the IoE tag but zeroed in on just six. Those missing out include the Jawaharlal Nehru University (JNU), the Delhi University and a host of others IITs. 
 
Congress accuses BJP of favouring: 
On Monday, the Congress accused the BJP of ‘favouring’ Mukesh and Nita Ambani. They wrote on Twitter: "The BJP Govt favours Mukesh & Nita Ambani yet again. The illusionary JIO Institute which is yet to see the light of day has been declared as an 'eminent' institute. The Govt needs to clarify the basis of classification for granting such a status.”
 
 
 
Backlash 
While the government faced huge criticism over grant of the IoE tag to the Reliance Foundation's Jio Institute on Twitter as the news began trending on the microblogging site, various sections of teachers and academicians also joined the chorus, questioning the government's decision.
 
"We unambiguously object to the HRD ministry's announcement of the list of eminent institutions and the inclusion of Jio Institute in this list,” Delhi University Teachers Association (DUTA) president Rajib Ray said.
 ----------
When the HRD Ministry accorded Jio Institute with the "Institution of Eminence” status, the move created a furore on social media over how a proposed university qualified for the tag.

DUTA secretary Vivek Choudhary questioned the government's decision, saying grant of IoE tag to the Jio Institute makes "a mockery of the whole exercise.”
 
"As of today, Jio only exists as a proposal. It has no record of academic or socially relevant accomplishments The inclusion of clauses which allow paper proposals to qualify as an eminent institution is an academic corruption of highest order. It is turning a government scheme as a promotion for a private player,” Ray said.

Govt. issues clarification 
Following criticism on social media on the inclusion of Jio Institute on the government's IOE list -- which is meant Institute on the government's IOE list -- which is meant to create an enabling architecture for 10 public and 10 private institutions to emerge as world-class institutions --the ministry of Human Resources and Development (HRD) defended the move saying the institution was accorded the coveted tag under greenfield category for new or proposed institutions that are yet to come into existence.
 
The HRD ministry responded to criticism on social media by issuing a clarification about how the decision on IoE tag was taken. The ministry shared the list of the clarifications on twitter, "in response to some misinformation campaign in social media" regarding the IoE tag.
 
"The clause 6.1 of the UGC (Institutions of Eminence Deemed to be Universities) Regulation 2017, provides for a completely new proposal to establish an institution to be considered under this project,” the ministry said in a statement.

"Accordingly, a separate category of applications have been invited from the sponsoring organisations for setting up new or Greenfield projects. The purpose of this provision is to allow responsible private investment to come into building global class education,” it added.

Jio was among 11 institutes that applied under the category. The others included Vedanta for a university in Odisha and Airtel for Bharti University.
