To revive state's economy — Need to think out of the box



According to an IMF forecast, the global economy is likely to shrink by 3% in 2020 (this is likely to be the worst crisis, since the great depression). If one were to look at the case of India, the IMF has predicted a GDP growth rate of around 2% (1.9%) ,though forecasts by other agencies have estimated a much lower growth rate.

If one were to look at the case of Panjab, the economy of the state was not in the pink of health, even before the outbreak of COVID19 (the debt-gross state domestic product ratio was estimated at a little less than 40%). The pandemic is likely to exacerbate the state’s economic problems.

The Chief Minister of Panjab, Captain Amarinder Singh has already stated in no uncertain terms, that the coronavirus is likely to result in a massive economic upheaval for the state. The state is likely to set up a panel, which will provide recommendations for dealing with the economic problems arising out of the coronavirus crisis and the lockdown. Navigating the economy of the state at this stage requires not just bureaucratic experience, but the ability to think out of the box.

Post the corona virus, a number of analysts have argued, that manufacturing will shift from China to other countries including Vietnam, Bangladesh and India. Japan has already allocated a stimulus of 2.2 Billion USD, for helping Japanese manufacturing companies to shift their base from China back to Japan, as well as other countries. Some other Indian states, while dealing with the pandemic, are already working out strategies for attracting investments from companies, which are keen to shift from China. 
 
There are numerous Panjabis with invaluable corporate experience, in India and outside, who can help the state of Panjab in attracting such investment.  The panel being set up by the state government must include such individuals apart from representatives from the business community.

While Panjab in recent years, has been reaching out to a number of countries, including Japan, it needs to try and ensure, that this outreach converts into tangible results (there is an opportunity given the fact that the East Asian country is encouraging it’s companies to move out of China)

For rebuilding Panjab, the government also needs to work closely with religious organisations, NGO’s, universities, and most importantly the Panjabi Diaspora.  It is true, that due to the economic slowdown in western countries, the economic contribution of NRI’s to the state, especially remittances, will witness a dip (according to a World Bank Report, remittances received by India are likely to fall by over 20%).

Yet, there are a number of entrepreneurs, intellectuals and even policy makers in the Diaspora, who can provide valuable suggestions for rebuilding Panjab in a post corona world. Apart from providing inputs, these individuals can act as ambassadors of the state. The Panjab government would also be well advised to reach out proactively to Panjabi Members of Parliament, in UK and Canada, and other Panjabi policy makers in different countries.

Currently, the outreach to the diaspora, is restricted to annual events, and a few individuals, and is driven by politics and personal preferences rather than the interests of the state. 

While dealing with the corona-crisis, the Chief Minister needs to be lauded for attempting to build consensus, across party lines, and also working with a cross section of stakeholders.

It would be pertinent to point out, that  in the last three years, the signaling from both the central and state government to the Sikh Diaspora has not been very positive. Even in the midst of the pandemic, there has been a concerted campaign by sections of the media, in Panjab and outside, to pin the blame for the spread of the deadly pandemic in the state on overseas Panjabis who had travelled to the state.

Panjab's task is cut out, and recovering from the economic impact of the coronavirus is likely to take a while.  Panjabis are likely to face a number of hardships along the way, but innovative policies, strong hands on leadership and effective governance can revive the economy sooner than most commentators are predicting.

Sanitation, Justice and Self-interest



The covid-19 epidemic has starkly highlighted the role of sanitation in our everyday lives, even as it has also brought into relief the unrewarded and tragically under-appreciated work of sanitation workers.
 
Among other things, there is little general awareness of the fact that sanitary workers are frontline (or preventive) health workers who play a profoundly important part in keeping us all well. It is in these terms, therefore, that they ought to be classified and acknowledged. To the contrary, the sentiments that inform much of the popular imagination on sanitation work are those relating to its horrific casteist foundations.
 
A group of concerned persons have utilised the occasion of the pandemic to address this important issue of public health and collective fairness. They have issued a statement that appeals to organs of the state as well as ordinary citizens to recognize that it is in the interests of both public justice and private rationality to support the cause of sanitation and that of its providers. The statement is reproduced below, along with a list of its signatories.

Dear Ministers of the Central and State Governments, and People of India, 
 
This is a letter addressed to all organs of State and Society, to all of our fellow citizens, especially to those of us who are privileged by caste and class. It is written in a time of great national and global crisis, when the corona pandemic is upon us all.
 
If the epidemic has unleashed many tragic  forces, it has also - provided we are willing to be receptive - been an instructive tutor on various intimate aspects of our public and personal lives. One of these, surely, is the profoundly important nexus between the notions of sanitation, justice, and self-interest.
 
While this is the larger subject motivating this letter, a more proximate trigger has been the reports we have all heard of sanitary workers being appreciated for their work in this time of collective emergency. These tokens of appreciation have mainly assumed the form of small amounts of money and food.

The appreciation is to be welcomed. But it is also as if, quite suddenly, privileged people have discovered that it is human beings, of flesh and blood like themselves, who have been engaged in the business of cleaning up humanity's trash all these generations. Even so, and however dismal it may be, there is truth in the old proverb that it is better late than never.
 
In this new-found discovery and appreciation might be the seeds of a new awakening.

The hope is that as a nation, perhaps we have, finally, understood the importance of public hygiene. If we wish it to become a feature of the nation, we have to go far beyond mere tokenism.

We have to work and build on the understanding that hygiene and wellbeing are complementary, even identical, just as the tasks of sanitary workers and doctors are complementary, and their purposes identical. The realization of this understanding will depend upon our willingness to go far beyond the dispersed gestures of tokenism that we have witnessed. What is called for, rather, is the implementation of a set of concrete, practical proposals that will lend substance to our awakening and our understanding, and tie these together in a proper appreciation of the values of sanitation and justice, and their grounding in enlightened self-interest. With this in mind, we suggest, as a first step, that we arm the following as absolutely necessary.

1. Sanitary workers should be classified as health workers, along with doctors and nurses. This will, first and foremost, protect their dignity.

2. (a) All sanitary work should be mechanised.
    (b) No sanitary work will be contract labour.
    (c) A minimum wage, of at least Rs.20,000, should be implemented. (In a metropolitan centre like Chennai, Rs.20,000 for a household of 4 would be just about stringently adequate to secure some minimum necessities of life.)
    (d) There must be comprehensive health insurance for sanitary workers and their families.
    (e) They will be eligible for all allowances that are covered under the description of `hazardous work'.
    (f) All sanitary workers will be eligible for pension benefits.

3. Sanitary workers must be provided accommodation, just as the police are, for they both work at keeping citizens safe. Many work at night, so they should be provided safe transport to the site of work.

4. In time, sanitary workers shall come to play a supervisory role. All citizens will participate in keeping public spaces clean, they will separate their garbage, they will compost their bio-degradable waste locally. Sanitary workers will help citizens establish gardens, and help them grow fruits and vegetables with their compost.

5. Children of sanitary workers must get preferential admission to Kendriya Vidyalaya, Jawahar Navodaya Vidyalaya, and Sainik Schools.

The steps proposed above might seem like a social and cultural revolution, but they are no more than a product of the realization that the incalculable bene ts of sanitation can be secured from a sensible perception of justice and self-interest being mutually reinforcing virtues.
 
Schemes such as Smart City and Swachh Bharat can very easily finance these proposals. Now, they only need our resolve to see them through.

It is an indisputable fact that sanitary workers in India are overwhelmingly Dalits, and are in fact from scavenging castes'. There have been many liberation movements, for instance the Bhim Yatra of 2012, organised by the Safai Karamchari Andolan, which was successful in liberating many thousands of sanitation workers from the shameful and socially imposed practice of cleaning human excreta, with a broom and a basket. While this is true, our letter addresses another issue altogether, namely the liberation of the 'upper' castes from an imprisoning net of their own making.
 
The fear of transmission of the corona virus has presented us with an opportunity to not only emerge a clean and digni ed nation, but to also break the caste transmission of sanitary work from mother to daughter, from father to son. We have been presented with an opportunity to annihilate caste and untouchability, altogether, from our nation. If we can accomplish this, we would have met the challenge of this virus with a response that will lift us from the depths to great heights.

We therefore appeal to all good people of conscience and common sense to come forward and to participate in a rebirth of this nation that is mediated by considerations of cleanliness, fairness, and practical wisdom.

MAKING A STRONG pitch to bring harvesting of wheat, storing the produce and horticultural activities as well as paddy transplantation under MGNREGA, the Punjab Farmers and Agriculture Workers Commission has said this single move will help both, the government as well as beleagured poor people, during the Coronavirus crisis period.

A number of economists and agricultural experts in Punjab have said the curfewed state was no solution and was at best a breather that the state authorities should use to ramp up health facilities.

Punjab needs to move forward to a phase of aggressive testing and actually walk the talk in the light of the prime minister's stress on reviving the rural economy.

Shockingly, the experts pointed out, the panel set up by the Punjab government to draft a plan for wheat harvest procurement does not include anyone from the Farmers Commission.

Ajay Vir Jakhar, chairman of the Farmers and Farm Workers' Commission, known for proffering sane advice and mincing no words, said extending MGNREGA to cover the procurement of food grain, at least during this period of crisis, was the need of the hour.

The Punjab government must work towards ensuring a minimum of 100 days work guarantee under the employment scheme which is an entitlement, a statutory obligation and not just any welfare measure.

Also, the government must work with all political parties, political workers, social organisations to ensure that a maximum number of construction workers are registered that will make them entitled to seek aid from the Construction Workers' Welfare Fund.

Well known farm economist SS Johl, who advised three different prime ministers, said the farming vocation was intractably tied to weather and farmers do not have unlimited holding capacity for storage. The pass system devised by the government was destined to be a failure and a better way was to ensure physical distancing at the agricultural markets where the grain is brought for procurement.

Dr Sucha Singh Gill of the Centre for Research in Rural and Industrial Development (CRRID), said the government needs to make a distinction in opening up the economy when it comes to rural areas since the work procedures, distances and nature of job in agriculture are different from what is applicable to factories and industries.

"The established system does not have any inherent capacity to provide for the food needs of the poor for long stretch of time. The longer the rural economy remained shut down, the more serious will be the situation. Farmers do not sit on liquid cash," he said.

Dr Gill said the sector needs to be provided immediate cash through Kisan Credit Cards.

Prof Gian Singh, formerly affiliated with Punjabi University, Patiala, said the woes of the marginalised farmers, farm labourers and landless workers were even more serious and they should have the first right on any package.

Prof Ranjit Singh Ghuman, who worked for decades with the Punjabi University, Patiala and is also associated with CRRID, said the government seems to be apathetic to the needs of the farm sector. "Survival means physical sustenance, needs of children, their studies, and the health of all those pushed to the margins. The governments have a record of failing miserably even in normal times. They should be and will be judged on how much they cared during the trying times of this pandemic," he said.

"It was poverty that forced me to leave my village, and here I am  ... I still have no money,” said Sanjay Choudhary, a construction worker in Nagpur, after he undertook an arduous journey to return back to his native village in Garhwa district in Jharkhand, covering a distance of 400 km. As millions of migrant workers tread home, with small children in tow, walking for hundreds of kms and that too for days together, the story is the same. 

The avalanche of migrant workers on a long march home is perhaps the biggest human migration on foot after Independence. As if hit with a sledge hammer – fearing an immediate loss of daily wages, and with employers telling them to vacate the shelters -- millions of migrants’ defied lockdown to head back home.
 
Not only from the major metropolis cities, the reverse migration from across the country has been unprecedented. These hungry and weary millions had first rushed to train and bus stations when the ‘Janata Curfew’ was announced, and when the lockdown was imposed, they were left with little choice but to walk back. 

"We know the virus is spreading but we’ll die of starvation if we stay,” echoed a majority of the migrant workers who media talked to. While the TV screens remained filled with images of hungry and exhausted workers walking back, with heart-wrenching stories of how children were carrying the tiny tod on their shoulders, how a 90-year-old woman was walking back and so on, the fact remains that the common thread that ran through the human suffering was how acutely poverty-stricken they were.
 
Everyone walking back had the same distressing tale – they had no money, no work, and no idea how to feed their families. Even those who stayed back are no better. They have been provided with free ration, and charity organisations along with the district administrations are making an effort to provide them cooked food to stay put.  

For the millions of migrant workers life in the urban ghettos in and around industrial and manufacturing units actually hangs by a slender thread. A few days of curfew or a lockdown, the thread is snapped. Living and surviving on daily wages, barely enough to sustain their families, they continue to slog along.
 
"I usually earn around Rs 300 a day picking up bottles, cartons and selling them,” Abdul Halim had told a newspaper.  "What we earn varies from day to day, and from person to person. Ragpickers at best make Rs 300 a day, and a handful of drivers earn better, around Rs 500,” said another ragpicker. Whether they work on a dhaba or a restaurant or work in a small scale industry, the story is almost the same.   

Let’s be very clear. If the underlying objective of economic reforms is to push people, over the past few decades, from the rural areas to the urban centres for the country to attain a higher economic growth, migrant workers are the unsaid victims of development. They have been pushed out of the rural areas, with a majority abandoning farming, aspiring to make a better living. This is what the mainline economists had told us.
 
For instance, a distinguished economist had once said that the big ticket reforms would be when we are able to move farmers out of agriculture to the cities because these cities need cheaper labour or dehari mazdoor. He is not the only mainline economist to have said so, several others – including business and management schools -- have been relentlessly propagating this narrative seeking appropriate policies that aim at moving a large percentage of the population out of rural areas. 

The mass exodus back home has however brought the nation face to face with the stark and grim reality. If after several decades of a policy push, millions of migrant workers surviving on a daily wage have little or no cushion to sustain their livelihood even for a few days if the job is lost, it becomes crystal clear that the trickle-down theory hasn’t worked. While it may be difficult to work out the staggering number of migrant workers who walked back, but the swelling numbers is a clear indicator.
 
Citing the 2011 Indian Census a report in IndiaSpends says that over 60 million migrant labourers work in Mumbai, Delhi, Hyderabad, Kolkata, Chennai and Bengaluru. Since the reverse migration took place from almost every corner of the country, and that includes small urban centres like Panchkula in Haryana, it is important to know that the total number of "internal migrants” form nearly 37 per cent of the population, which means roughly 45.36 crore. Not that they all migrated but quite a staggering percentage of the internal migrants did brave the hardship to return back. 

If at a time of an unforeseen crisis the majority of the migrant workers feel comfortable to return home, walking hundreds of kms without food and water, even though knowing that it was the prevailing poverty in villages that first drove them to cities, the lockdown provides a god sent opportunity to policy planners to rethink the flawed policy of keeping agriculture deliberately impoverished so as to keep the economic reforms viable.
 
If agriculture could be turned economically viable, I am sure a majority of the migrant work force that walked back would not be keen to return. The small land-holdings, despite the fragmentation that is taking place, serve as an economic security for small and marginal farmers. Even if everything else doesn’t work, the small patch of land holdings would sustain the farm families. 

It is therefore time to redesign the economic policies that have continuously driven people out of agriculture to join the marginal force of dehari mazdoors in the cities. Right kind of policy mix can bring back the pride in farming, and restore the dignity of farmers, enabling them to stay back in villages. Instead of pulling a rickshaw in the cities, and holed in dingy rooms packed with half a dozen more people, the villages are socially-inclusive and gives them a sense of belonging. In other words, the long march to the villages has left behind a strong lesson -- reviving agriculture is the key to reboot the economy. #

THE HEART-WRENCHING photographs of lakhs of daily wage earners walking back to their homes along with their family member reminded some of the photographs of the tragic partition when millions had to similarly trudge for miles across the newly created borders. 

It is apparent that the fate of such daily wage workers was not taken into consideration before the announcement by prime minister Narendra Modi for a four-hour notice before the nation-wide lock down. The anxiety among such poor people was further fuelled by rumours that the 21 day lockdown was just the first step and that it may continue for a much longer duration.

The government had apparently not considered the approach of other countries like South Africa which has given notice of three days before the enforcement of lockdown. This gave enough time to people to reach homes without leading to any panic.

In the case of our country, the four-hour lockdown notice also included sudden stoppage of public transport including railways and buses. Also there was no mention about provisions being made for food and basic needs of the daily wage workers near their place of stay. This left them with little choice but to start the long walk back home.

A blame game has now started over the reasons or the circumstance leading to the migration of daily wage earners from the cities, particularly the metropolitan cities, back to their villages.

The Bharatiya Janata Party is now blaming the state governments for the failure to look after the migrants who were forced to take to the roads fearing hunger on the wake of a prolonged lockdown. The states, on the other hand, are putting the onus on the Centre for the sudden decision for lockdown without bothering about the fate of lakhs of labourers and their families who live on hand to mouth basis.

While the central government had been silent over the lack of facilities for daily wage earners, a senior functionary of the Rashtriya Swayamsewak Sangh, who often participates in debates on television under the guise of a "political analyst”, has been saying it was the duty of the state governments to make arrangements of basic needs for daily wage workers. However this is only an attempt to shift the blame.

Ideally the centre should have discussed the issue of lockdown with the states or should have informed the states about the need for arrangements for the poor. Evidently no thought was given before the announcement.

The state governments on their part were slow to react. Alarm bells should have rung when the movement of daily wage workers and their families had just begun. It took several days of media exposure about the plight of the migrants trudging on roads that woke up the government to the human tragedy.

It was certainly better late than never that arrangements have been made for their stay and food in public facilities but this would remain a black chapter in our history.
 
It was tragic irony that while the country sent special aircraft to ferry Indians struck abroad, no arrangements were made to provide public transport for daily wage earners to send them home. It is only now that the government has made arrangements for their stay and food till the period of lockdown.

But this is not the end of tragedy and the implication of migration would be felt for a long long time. For instance in Punjab and Haryana the wheat crop is ready for harvesting and the farmers are going to find it very difficult to harvest the crop without the help of the migrant labourers. Besides that, they would not be able to find enough combine harvesters which normally reach the region after the end of the harvesting season in Gujarat and Madhya Pradesh.

The government has also now allowed transportation of goods across the states in order to maintain essential supplies. However with serious shortage of daily wage labour it would be very difficult to start production in small scale and big industries.

While so far the spread of coronavirus has remained under control and credit must go the government, and in particular to the medical fraternity, the long term impact on economy is certainly going to be devastating.

What the government must worry about and focus right know is to restart production of essential commodities. The stocks are fast running out and unless production is restarted, we are going to face a major crisis relating to availability of basic necessities. For that it would need to install confidence among the labour and wage earners by looking after their primary needs. It is imperative that the central and the state governments must work in close coordination to plan for the future.
